<br />mitigated to a level of insignificance in <br />connection with the future approvals necessary <br />for development of the site. <br /> <br />B. Traffic and circulation <br /> <br />1. The conclusions of the FEIR with respect to <br />traffic impacts from a short- and long-term <br />perspective, are that all existing <br />intersections would operate at an acceptable <br />level of service following development of the <br />project. <br /> <br />2. The adoption of the traffic and circulation <br />mitigation measures 4. 1 through 4. 6 identif ied <br />in the FEIR will substantially reduce the <br />traffic and circulation impacts of the project <br />and provide safe access at project entrances <br />and maintain sight distances on internal <br />project streets. <br /> <br />3. The mitigation measures identified in the FEIR <br />have been incorporated in the project's design <br />or are incorporated in the proj ect by <br />reference in the conditions of approval. <br /> <br />C. Visual and site Design <br /> <br />1. The mitigation measures 5.1 through 5.6 (FEIR, <br />pages 5-14 through 5-19l are feasible and have <br />been incorporated into the project design or <br />into the project by reference as conditions of <br />approval, and will be effective in reducing <br />the visual and privacy impacts of this project <br />to a less than significant level. Although <br />implementation of these recommendations will <br />not remove all visibility of the proposed <br />project, the appearance of the buildings in <br />the remaining views will be less concentrated. <br /> <br />2. The project, while still inVOlving substantial <br />amounts of grading, has reduced this impact by <br />limiting development to a small portion of the <br />site and by being more sensitive to <br />topographical features. In addition, <br />recommended conditions have been made part of <br />the project approval and would further limit <br />grading and retain natural features. <br /> <br />3 . Most of the development is located in the <br />least sensitive portions of the site. Also, <br />the development pattern, through use of split <br />pad lots, single-story houses, and lots which <br />abut open space areas, takes advantage of the <br />
