<br />29. Parks <br /> <br />a. The applicant shall submit park design plans for all on- <br />site parks and recreational areas. Conceptual designs of <br />public access/use areas shall be subject to review and <br />comment of the Parks and Recreation Commission and <br />approval by the Planning commission in conjunction with <br />any tentative map application. Final design approval <br />will be required of the Parks and Recreation Commission <br />prior to recordation of any final map. <br /> <br />b. All park areas shall be designed to blend with their <br />adj oining natural setting, including protection of existing <br />trees. Grading and paving shall be kept to a minimum <br />consistent with park facility needs; however, adequate <br />on-site parking shall be provided. <br /> <br />c. The applicant shall submit hiking trail design plans which <br />shall be subject to the approval of the Parks and <br />Recreation Commission. The trails shall be designed to <br />blend with the natural setting and grading shall be kept to <br />a minimum. The trials shall terminate on the site but <br />shall be designed so that on-site trials can connect with <br />other off-site trails. A typical section shall be shown on <br />the tentative map. <br /> <br />d. The applicant shall provide a public access easement over <br />all hiking trails on private property allowing the right of <br />public use of the trails. The general terms of the <br />easement and agreement shall be considered with review of <br />any tentative map. The city and the applicant shall work <br />together to seek mutually satisfactory resolutions to <br />issues of joint concern, including access points, liability <br />issues, hours of use, intensity of use, and the nature and <br />extent of the public's interest in the property. <br /> <br />30. Public Agency Access <br /> <br />a. The applicant shall provide locked gates with knox boxes at <br />each end of the emergency access road to prevent access of <br />private vehicles into project open space areas. All <br />emergency vehicle access roads and maintenance roads to <br />public utilities shall be paved. The minimum width of <br />these roads shall be 20 feet for EVA's and 12 feet for <br />maintenance roads. A typical section for each type of road <br />shall be shown on any tentative map application. <br /> <br />31. Police <br /> <br />a. The homeowners association shall maintain a liaison with <br /> <br />Resolution No. PC-91-9 <br />February 27, 1991 <br /> <br />- <br />
