<br />UP-91-80. Richard Davis <br />Application for a conditional use permit to construct a second unit within a portion of <br />an existing detached garage located at 2283 Sea Eagle Court. Zoning for the property is <br />R-I-6,SOO Single-family Residential District. <br /> <br />Mr. Rasmussen presented the staff report recommending approval of Case UP-91-80, subject <br />to the fmdings and conditions of the staff report. <br /> <br />Commissioner Michelotti asked staff what they do regarding letters that come to the Planning <br />Department in complaint of a caselindividual. Mr. Rasmussen replied that if the letters come <br />in time before a meeting, they attempt to put the complainant and the applicant in touch with <br />each other in order to work things out before hand. Obviously, some letters are not <br />presented until the night of the meeting and they are simply presented to the Commission. <br /> <br />Chairman Mahem asked if the applicant has the necessary permit to operate a home <br />occupation. Mr. Rasmussen affirmed that Mr. Davis has a zoning certificate for an exempt <br />home occupation. Exempt home occupations are limited to office activities or the production <br />of minor arts and crafts. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Richard Davis, 2283 Sea Eagle Court, represented the application. He stated he has read the <br />staff report and concurs with the conditions. <br /> <br />Chairman Mahem asked Mr. Davis if he has any comment regarding the complaint letters. <br />Mr. Davis stated that he was in a spa business in 1988 and occasionally spas would be <br />delivered to his home. At times neighbors would even help him unload them. He is no <br />longer in that business, but noted that during those years he never had a complaint from the <br />neighbors. His son, along with two friends, had been living there, and some problems had <br />resulted. However, Mr. Davis said he would not tolerate that, and his son and friends no <br />longer live there. <br /> <br />Chairman Mahem questioned Mr. Davis about a possible car repair business. The applicant <br />said he does not repair cars; however, he does purchase classic cars and does renovate them, <br />but has not done that for over a year. If he does any work on the classic cars, it is done <br />inside the garage. He continued to say that he is 66 years old and still working; however, he <br />may wish to retire and may move into the back unit, if approved. <br /> <br />Chairman Mahem asked Mr. Davis if he has a particular purpose right now for the <br />secondary unit.
