<br />Resolution No. PC-91-107 was entered and adopted recommending approval of Case <br />GP-91-5 as motioned. <br /> <br />NEW BUSINESS - PVBLJC HEARINGS <br /> <br />UP-91-70. Chen!! Wan!! <br />Application for a conditional use permit for a second unit in conjunction with the <br />construction of a single-family house located at 1904 Toyon Court (Golden Eagle Farm - <br />Tract 5945, Lot 11). Zoning for the property is PUD (planned Unit Development) - Low <br />Density Residential/Open Space District. <br /> <br />Mr. Plucker presented the staff report recommending approval of Case UP-91-70, subject to <br />the conditions of the staff report. He noted that this case received Design Review Board <br />approval last night. <br /> <br />Commissioner Hovingh questioned staff as to whether the second unit would have a separate <br />address. Mr. Plucker explained that it does not have to have a separate address because it <br />was located within the primary dwelling unit, but the Commission could impose such a <br />sondition should it fmd it appropriate. <br /> <br />Discussion ensued as to whether it would be more feasible to have a separate address for the <br />second unit, especially in the possibility that it may someday be rented to a non-family <br />individual. <br /> <br />In response to a comment by Commissioner Wright that it might be time to have an <br />ordinance in place requiring a separate address for second units, Mr. Beougher indicated that <br />at one time an ordinance was drafted in regard to granny flats and separate addresses. <br />However, no final action had been taken on that matter. <br /> <br />THE PUBLIC HRARING WAS OPENED. <br /> <br />Cheng Wang, 224 Oakland Avenue, Pleasanton, stated that he has reviewed the staff report <br />and concurs with the conditions. He stated that his intention is to use the second unit simply <br />as a guest unit when his parents visit. <br /> <br />Commissioner Wright asked the applicant if he would oppose a separate address in the event <br />that he rented the unit to someone. Mr. Wang thought it might create some confusion, but <br />he would be willing to abide by a condition. <br /> <br />Dale Springer, 13 Bums Court, San Ramon, stated she does not object to the use of a <br />secondary unit for a family member, but does strongly object if it would become a rental <br />unit.
