Frank Belecky, 892 Maderia Drive, commended the applicant for what appears will be an
attractive project. However, he did not think many people would be able to afford a house
of this nature, and asked that the applicants try to develop something affordable. He was
also concerned about the water supply for the project as the State does not have enough
water as it is. He was concerned that the project would be built; then ultimately cause the
existing Pleasanton residents to have an inadequate supply of water, along with a higher cost.
He was also concerned about the noise and danger during the construction stage from early
in the morning until night. He suggested that the project be conditioned to use Stanley
Boulevard or Isabel Avenue for use by construction workers.

Mr. Belecky asked staff whether there would be construction on the east side of Highway 84.
Mr. Swift replied that at this time there are no plans for development on the east side of
Highway 84. The developer has a proposed plan, but it has not been approved yet by the
County or City; and it is not part of the plan being shown tonight.

Mr. Belecky asked if Signature Properties is planning on developing or just selling the lots.
Mr. McKeehan responded that the intent is to sell 650 lots, with about 200 retained for
construction by Signature Properties.

Debra Barker, 2947 Chardonnay Drive, said her primary concerns are: noise during
construction; straightening of Vineyard Avenue and possible dangers connected with that;
increased traffic; traffic congestion at Bernal Avenue and Stanley Boulevard; and possible
impacts on the school system.

Robert Cordtz, 262 W. Angela, expressed concerns about water usage at the project and how
that might affect the residents of P1easanton. He urged the developer to look for innovative
ways of obtaining water for the project.

Ray Diaz, 750 E. Vineyard Avenue, Livermore, stated he has no problem with the project;
however, he wished for the City and the developer to take note that Alameda County
overlooked the fact that his home exists. He said he has a two acre parcel which is about 24
ft. from Vineyard Avenue or the southwest side of Highway 84. He asked that somebody
meet with him to discuss the situation before anything is done. He called attention to his
letter included in the staff report. He requested that his acreage be annexed into the City of
Pleasanton. Commissioner Wright responded to Mr. Diaz's concern, noting that Planning
Commission could recommend beginning the annexation process.

Randy Harris represented the Foley Ranch, which is adjacent to the project. He requested
that the Foleys be allowed to air their concerns at some point. He expressed concerns about
comments and some discussion concerning the possible location of a sports park adjacent to
the ranch. He did not think a park would be compatible with the ranch. He said the plan
shown tonight is contrary to the County's plan, and would like to discuss this matter.

Minutes Planning Commission
November 20, 1991

Page 7

.

.
