<br />Mr. Rasmussen presented the staff report recommending approval of the North Sycamore <br />Specific Plan subject to the conditions of the staff report. He went to the map and pointed <br />out the changes since the meeting of October 9. <br /> <br />Commissioner Horan questioned Mr. Rasmussen as to the reason for the "camel back" hump <br />in the road. Commissioner Michelotti explained that this design would take the least amount <br />of houses. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Gary Van Wegan, President of the Alisal Improvement Club, noted that most of their points <br />have been discussed with Mr. Rasmussen. In regard to Lot 13, he felt the owner has never <br />expressed support for the plan and that it was not appropriate to push the road further to the <br />east which would infringe on that property. He felt their rights are as important as the <br />Greenes. He felt all the options had been explored at one time or another, and hoped the <br />Planning Commission could act on the plan tonight. He responded to the map now being <br />displayed. He felt that the road really could not be pushed further to the east, and it <br />appeared the impact on the Greene and Benevides properties was pretty much minimized. <br /> <br />Mr. Van Wegan said he had the following items to be resolved: (1) He felt the cul-de-sac <br />could just as easily go to the north; the intersection of the creek and the collector could be <br />moved east by the width of the cul-de-sac. (2) Rather than changing the entire density, he <br />would rather make an exception for Lot 11 that has Low Density below the connector street. <br />He felt it would be better to make an exception rather than wipe out the whole thing. (3) He <br />expressed concern that the plan might not provide for the inclusion of animals; he would not <br />want to have to go through a variance process. (4) He wanted clarification as to who would <br />make the decision as to who could keep their private wells and under what circumstances. <br />He would favor some kind of documentation on this matter. (5) He would want some kind <br />of documentation as to whether it would be permissible to ride horses in the neighborhood. <br />(6) He would want some kind of documentation as to the legalities of horse ownership and <br />what happens if a horse dies, etc. (7) He noted that he would prefer that the Lavey <br />property front on to Sycamore Road. (8) He would not favor a road that would allow for <br />greater speed, but advocated the use of stop signs, if necessary. (9) He said he is not <br />opposed to the Macari's request for a density change, but he would be opposed to a change <br />to Medium Density. (10) He favored the 75 ft. setback as shown on the map; and would <br />keep the area as rural in atmosphere as possible. On the east end of the connector, he would <br />leave as much flexibility as possible. <br /> <br />Phyliss Cooper, 6525 Alisal Street, stated she would like for the Specific Plan to note that <br />"lots that do not have agriculture zoning cannot access Sycamore Road". This would make it <br />clear how future development should take place. She stressed that the homeowners in the <br />area want to be assured that agriculture and rural living will remain in Sycamore Valley. <br /> <br />Minutes Planning Commission November 13, 1991 <br />Page 8 <br />
