<br />A motion was made by Commissioner Michelotti, seconded by Commissioner Horan <br />recommending approval of the discussed Revised North Sycamore Draft Specific Plan dated <br />November 13, 1991, subject to the requirements of the Environmental Impact Mitigation <br />Monitoring Program, with the following modifications: <br /> <br />o That rolled curbs and gutters be implemented; <br /> <br />o That density be allowed at 15,000 sq. ft. minimum lot size; <br /> <br />o Exclude the cul-de-sac from the Specific Plan and return it at a later date when <br />the PUD comes in; <br /> <br />o That the private wells be capped should a PUD or development take place; <br /> <br />o That agriculture lots will access on to Sycamore Road, but not the PUD-LDR <br />development; and <br /> <br />o Leave circulation on the north as shown on the map (indirect). <br /> <br />ROLL CALL VOTE <br /> <br />~ <br /> <br />AYES: <br />. NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Horan, and Michelotti <br />Commissioners Hovingh, McGuirk, and Chairman Mahem <br />None <br />None <br /> <br />Commissioner Hovingh said he did not like the traffic pattern; he did not like the double- <br />hump curve; and thought it was a poor design. <br /> <br />Commissioner McGuirk said he was afraid they would end up with all 15,000 sq. ft. lots. <br />He would like for the Plan to state there will be a mix, like a rural area would have. <br /> <br />A motion was made by Commissioner Horan, seconded by Commissioner Michelotti <br />recommending approval of the previous motion, with the exception that minimum lot size be <br />15,000 sq. ft. with a policy that stipulates that developers implement a mix of dwelling sizes <br />and space and spacious setbacks. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Horan, McGuirk, and Michelotti <br />NOES: Commissioners Hovingh and Chairman Mahem <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Minutes Planning Commission November 13, 1991 <br />Page 14 <br />
