<br />~ Discussion ensued regarding the Specific Plan. <br /> <br />Chairman Mahem said what she had envisioned for this area was of a rural nature or <br />something like the lots in Alamo or in the Pleasanton Mohr/Martin area. Her desire was that <br />the density be reduced; she did not like the initial density plan, and still does not like it. <br />She would favor one acre lots, with a lot of open space, split rail/wire fences. With that in <br />mind, she would not be supporting the Specific Plan; however, there were things she did <br />like: she liked the fact they had tried to skirt the collector away from some of the property; <br />she was pleased there was no plan to go through the Prost property and encouraged <br />everybody to make sure nothing goes through that property. She was afraid that if they start <br />approving 10,000 and 13,000 sq. ft. lots, they would be sending a message to the residents <br />that this can be done. She concluded that she would also reverse the "bulb" cul-de-sac. <br /> <br />Commissioner Michelotti would favor a minimum of 20,000 ft. lots, a rural atmosphere, <br />rolled curbs and gutters, large setbacks, rail fences. She noted that there is an area of <br />Lafayette where there are no sidewalks, but has rolled curbs; some have split rail fences in <br />front. She would envision something like that for the area under discussion. She knew some <br />of the property owners would not care for that, but that is what she felt would be good. She <br />felt that lots one acre in size should be able to subdivide into two lots. <br /> <br />Commissioner Hovingh suggested that the Specific Plan be clarified in regard to the interest <br />rate for the right-of-way payment. It stated that the right-of-way be refunded along with <br />interest of 9 % . He clarified with staff that this was 9 % per annum. Commissioner <br />Hovingh would also favor a condition stating that a cap will be placed on existing private <br />wells should the lot be subdivided. Mr. Rasmussen explained that the primary use would <br />have to come from the City water system, but that the well water could be used for <br />landscaping. Commissioner Hovingh also wished the document to reflect that if a lot is <br />subdivided that the keeping of animals, other than household pets, be restricted. <br /> <br />Commissioner Horan added that he felt the traffic should be slowed down on Independence <br />Drive and on Sycamore Road. <br /> <br />Commissioner McGuirk added that he felt stop signs would help to slow people down; he <br />favored a minimum of 20,000 sq. ft. density, 30,000 would be better; he stressed that he <br />would like to see a variation, not all 20,000 sq. ft. or not all 30,000 sq. ft. He defmitely <br />wanted a rural look. <br /> <br />Commissioner Wright stressed he would want to stay away from the creek area and does not <br />favor roadways or anything going over it.
