<br />~ <br /> <br />Improvement Association wants to preserve the horseshoe corridor for Alisal and Happy <br />Valley Road. He thanked Mr. Rasmussen for coming out to meet with the Association and <br />hear their views. He supported the fact that some wished to develop their properties while <br />others do not, but felt that all would have to give a little. He stated that he would not want <br />an access to Sycamore Road from the back of his lots. <br /> <br />Phyliss Cooper returned to the podium. She stressed that she wanted the creek area to be <br />kept open. She felt that it was ridiculous to try and stay away from Lots 11 and 13 when <br />they have not expressed any interest in protecting their property. She felt the Greene's <br />property should be left alone. <br /> <br />Debbie Glisanos, 5125 Independence Drive, expressed confusion as to the necessity of <br />connecting Independence Drive to the east/west collector street. Chairman Mahem explained <br />that with the potential school site as located, a circulation point is needed and Independence <br />Drive appears to be the best choice. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Chairman Mahem advised the Commission to first consider whether the EIR has addressed <br />all the issues that have been raised. <br /> <br />Discussion ensued between the Commissioners and they concluded that the EIR does address <br />the same issues as those raised by the general public. <br /> <br />A motion was made by Commissioner Michelotti, seconded by Commissioner Hovingh <br />recommending that the City Council approve the Final EIR (Exhibit-A), Environmental <br />Impact Mitigation Monitoring Program (Exhibit-B), and CEQA Findings and Statement of <br />Overriding Considerations (Exhibit-C). <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Horan, Hovingh, McGuirk, Michelotti, and Chairman Mahem <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC-91-81 was entered and adopted recommending approval of the Final EIR; <br />EIR Monitoring Program; and CEQA Findings and Statement of Overriding Considerations <br />as motioned. <br /> <br />Discussion ensued as to what the General Plan amendment approval will do. Chairman <br />Mahem pointed out approval would change the designation to what is shown in the Plan.
