In response to Chairman Mahem's question, Mrs. Macari said it was never her desire to
have her driveway be part of a wider road; however, she indicated she has never been
consulted regarding the matter. '

Mr. Lavey responded to Chairman Mahem's question. He clarified that the front portion of
his lot that faces Sycamore Road will be retained as agriculture, which is approximately one
acre, allowing for only one house. He understood the back portion of his property would
allow three houses, whereas the Commission indicated they support only two on the back
portion, with one on the front portion. Further discussion ensued on that issue.

Ann Greene, 386 Sycamore Road, presented a letter to the Commission and staff. She
thanked them for moving the road somewhat away from her property, even though the edges
of the road still encroached her acreage. She stressed that all her family wants is to be left
alone as they are now; they want their zoning to remain agriculture. She thought the plan
being shown increases the number of allowed homes and that there would be more
congestion. Her other concern had to do with her horseshoe driveway, which she would
want to retain if development takes place. She also felt that rail fencing might not be an
adequate type of fencing. Ms. Greene indicated that at this time she wished to retain the
present agriculture zoning, but may like the option of a zoning change sometime in the
future. Chairman Mahem advised that Ms. Greene would have the option of applying for a
zoning change.

~

Greg Mix, 239 Main Street, stated that he is pleased with the staff report and felt that staff
had tried to do what everyone wanted. He went to the map and addressed the creek and trail
corridor, noting that he thought one of the biggest concerns of all is to preserve the creek
corridor as much as possible. He indicated that he would not wish to support either density
option proposed in the staff report, noting that he would lose at least one parcel with those
options. He responded to Mr. Tramdador's concern about the creek area behind his house,
and noted that this area will be protected. He referred to page 75 of Draft North Sycamore
Plan and wished to add the word "commercial" to staff's notes, making it read" approval of
any tentative maps or COMMERCIAL development within the specific plan area. He
commended the Commission for their decisions and asked for approval of the Plan with the
changes as he suggested.

Mary Greene, 386 Sycamore Road, corrected a comment by Mr. Mix, stating that the road
still goes through her property. She expressed great concern about who will pay for the road
and she felt all the traffic is still going past her home. Mr. Higdon responded to her
concerns, noting that should the road go through her property the City will be negotiating
with her.

Bud Barlow, 6723 Alisal Street, stated that he moved out to this area 29 years ago and no
one guaranteed him anything at that time. He wished to point out that the Alisal

Minutes Plsnning Commission November 13, 1991
Page 10

-
