<br />Several drawings were displayed for review. He said he concurs with most of staff <br />recommendations, but had a few differences of opinion. <br /> <br />Commissioner Hovingh noted for the record that he met with Shapell representatives during <br />the past week. <br /> <br />Chairman Mahem discussed with Mr. Perreira an issue of removing about 16,000 cubic <br />yards of dirt from the site. Further discussion ensued regarding the water tank access road, <br />street configuration, and split lots. <br /> <br />In response to Chairman Mahem's question, Mr. Perreira stated that Parcel B will be deeded <br />to the City, but is conditioned to be maintained by a lighting district or by an owners' <br />association. He indicated this is where the disagreement between he and staff come in. <br />City Council has said they want public access to the open space. He had no problem with <br />the open space, but felt if it were open to the public, it should be maintained by the City. <br />He felt that as open space it would be more liable to litter, fires, etc, and that the City <br />should be responsible for its upkeep. He felt that if the cost is as low as indicated by the <br />staff, then the City should not mind maintaining the open space. Furthermore, he thought <br />the City should have some open space policies in place. <br /> <br />Mr. Perreira said he and staff also disagree on the planting of shrubs, along with the planting <br />of trees. He and his consultants feel that based on input from his consultants that it is not a <br />good idea to have shrubs along with trees because of fire danger. In response to Chairman <br />Mahem's question, he said the transition zone or firebreak would be enhanced by tree <br />planting, with a drip irrigation system that would be abandoned once the trees are <br />established. <br /> <br />Mr. Perreira noted that staff feels the open space should not be fenced; he disagrees with that <br />and would favor something like hog-wire fencing. <br /> <br />Discussion ensued between Commissioner Horan and the applicant in regard to traffic <br />signalization in the area. <br /> <br />Chairman Mahem suggested the street names be changed from ladies' names to something <br />else. <br /> <br />In response to Commissioner Hovingh's question, Mr. Perreira said their intent at this point <br />is to clean up the Eucalyptus trees on the site, cut the lower branches and low growth. <br />Suggestions have been made to cut them down, but there are differing opinions on this. <br /> <br />In response to Commissioner Michelotti's question, Mr. Perreira further discussed the issue <br />of a lighting district in regard to maintenance of the open space.
