<br />Commissioner Horan said he is hearing most of the residents say they do not mind some <br />development, but they want to keep the infrastructure small or on a low level and want to <br />keep the rural atmosphere. <br /> <br />Lengthy discussion ensued with Mr. Van Wegan regarding a road. <br /> <br />Greg Mix, 239 Main Street, stated that he hopes the Commission can give staff direction <br />tonight so that plans can go forward. He felt that the larger issues have been discussed in <br />great detail. He felt that development in the area would bring better water and a better <br />drainage system to the residents, which is subject to contaminated wells and flooding during <br />the rainy season. He urged the Commission not to reduce proposed housing density because <br />it could make development infeasible. He felt the only real issue at this point was to decide <br />where the road would ultimately go. He suggested that Alternative 6 seems to be the plan <br />most favored by the citizens committee. He said he knew there was much frustration for the <br />various staff planners that have worked on the project. He felt that anything the Commission <br />might approve would be better than piecemeal annexation. <br /> <br />Commissioner Horan expressed surprise that the neighborhood has not really rallied together <br />to make a unified request for a plan. <br /> <br />Don Temple, 6409 Alisal, Vice President of Alisal Improvement Association, said the <br />Association was formed some 15 years ago and has continually opposed any development in <br />the area. He expressed concern that things decided on now might change with new <br />Commission and Council members over the years. He said at first he felt that possibly <br />something could be figured out tonight, but now he was not sure. He was concerned that if <br />bike and pedestrian paths are included with a road, then eventually those paths could be <br />turned into another couple of lanes and then there would be a very great increase of traffic. <br />He felt there were too many maps being looked at and that one plan needs to be made and <br />not changed. He also felt it was not fair that the City should be able to tell people what <br />they can or cannot do with their property. In addition, he did not think the process allowed <br />enough input from the residents. <br /> <br />Tom Grey, 530 Sycamore, thanked the Commission for shrinking the road down. He felt <br />that staff and the Commission was doing a good job, even though it is difficult. He felt a <br />plan could go forward, but that eventually changes might need to be made. He concluded by <br />saying that he hoped the Greene's and the Benevides' properties would be considered very <br />carefully. <br /> <br />Mary Greene, 386 Sycamore, presented a letter to the Commission, along with pictures of <br />her property. She said she is opposed to the plan dated 10-9-91 because she felt they were <br />not correct or to scale. She requested that the Commission consider the plans carefully and <br />not put a road through the middle of the Greene's property. <br /> <br />Commissioner Hovingh said what he is hearing is that the residents favor a road like Foothill <br />Road.
