the Association could agree to an emergency access only; if a school is deemed necessary, he
would favor discussions be opened again. He felt the opening of San Antonio Street would
be a very unpopular decision.

Margo Kelley, 5157 Independence Drive, stated that before she bought her property she was
told that Lund Ranch would only be approved for about 38 units; this evening she heard Mr.
Lund say 155 units. She felt that information is very misleading. She felt that before
anything is approved and finalized that the Commission should know whether a school is
going to be necessary or not. If development should take place she recommended that large
lots with rural type homes could be attractive if done like some areas of Alamo.

Bruce Crawford, 5881 San Antonio Street, told the Commission that he is very angry and
could see the "handwriting on the wall." He felt the Commission is only listening to the
developers and the School District, and not paying any attention to the citizens.

A gentleman who lived at 1105 Lund Ranch Road stated that he agreed with Margo Kelley
and the other people who previously spoke. He expressed concern with a possible
connection to Independence Drive.

Joyce Robinson, 5489 San Antonio Street, had presented a letter to the Commission. She
agreed with comments that the information regarding the need for a school is contradictory.
She suggested that an emergency access road only at the end of San Antonio Street might be
approved until further information is attained. She felt that should a school be built at some
later time, public hearings could again be held to determine if San Antonio Street should be
more than an emergency access.

Ken Benevides, 362 Sycamore Road, said he has spoken here several times and felt that by
now things should be more specific. He said he is still not sure where the road is going to
go, but felt that the 40 ft. road width figure was the first time he heard anything fairly
definite. He said he is seeing too many different schemes: different road alignments; sharp
turns; a park going through Ms. Frost's property, etc. He requested that if the road does go
near his property that a 25 ft. minimum setback be required. He commended Mr. Lund for
telling what he has in mind for his property. He felt that Mr. Lund's proposed development
would definitely increase traffic and was opposed to that.

Gary Van Wegan, 488 Sycamore Road, stated that he felt a number of good plan suggestions
have taken place since the last meeting. He felt the proposed neighborhood school site
(should it be needed) is appropriate. He thought that the Commission should narrow their
focus down and make some decision tonight.

In response to Commissioner Michelotti's question regarding lot sizes, Mr. Van Wegan felt
that they should not exceed two lots per acre. Commissioner Michelotti said she is trying to
get an idea of what the residents of that area want it to look like. Mr. Van Wegan said they
want to keep a rural atmosphere with a rural type road like Foothill Road.

Minutcl PlaMing Commiaaion Meeting
Oclobcr9.1991

Page 6

.

.
