Alternative I makes the most sense and has her support. On the other hand, the latest plan,
(Final EIR Alternative) was totally unacceptable. As far as zoning densities were concerned,
she could accept one acre parcels fronting Sycamore Road, with the balance of her property
and surrounding areas with lot sizes between 10,000 and 20,000 sq. ft. She reiterated that
she favored reverting back to the original road alignment.

Gary Van Wegen, 488 Sycamore, Co-President of Alisal Improvement Club, stated that few
people in the room wanted a busy street in front of their homes. He noted that Scheme or
Plan I impacts the Greene's home; Scheme 7a appeared to be better and much like Scheme
5. He felt all the other schemes adversely impact the residents' homes. He said that the
residents of Sycamore Road would like to meet with Mr. Swift and asked if this is possible.
(Mr. Swift agreed he is willing to meet with the residents). Mr. Van Wegen continued to
say that he felt it was time to move on and that more information is not needed. Again he
indicated that he felt Scheme 7a would be acceptable.

In response to Commissioner Michelotti's question, Mr. Van Wegen said he would favor 2
homes per acre or less.

Jim Lavey, 547 Sycamore Road, stated that he favors one acre lots zoned agriculture on the
front of his property and R-I, 10,000 zoning on the rear. If approved, he intends to build
homes on four lots; he used the overhead projector and showed slides of his location. He
concluded that he was in favor of Scheme No.5.

~

Joy Macari, 455 Sycamore Road, presented a letter to the Commission and staff. Her letter
stated that Scheme 5 is similar to Scheme 7a and is unacceptable, as it includes her property
and also intrudes on the Greene property. She also felt it did not conform to the North
Sycamore Specific Plan. It was her recommendation that the NSSP be put in abeyance until
the full impact of the South Pleasanton Specific Plan is known. Of all the plans, she favored
the original plan the most. In response to Commissioner Wright's question, she said she
prefers the zoning in alternative 4. She also expressed concern about any new streets and
said she would want direct access to Sycamore Road.

Don Temple, 6409 Alisal, Vice-President of Alisal Improvement Club, read a letter
addressed to Mr. Swift stating his concerns. He felt the City is trying to do what they want
without regard for the interest of its citizens. He expressed concern that Plan 7a would not
work. He felt a collector road connecting to Sycamore Road was not in the best interests of
the citizens. He went to great length explaining why a collector road was not acceptable. In
conclusion, he proposed that a circle route plan would be most appropriate.

Dean Macari, 455 Sycamore Road, stated that he is in favor of one acre parcels. He agreed
with his wife's concerns expressed in their letter.

At 10:30 p.m. Chairman Mahern closed the public hearing for 5 minutes.

~

Minutes Planning Commission
September 11, 1991

Page 13

I.

.
