~ Margaret Tracy, 1262 Madison Avenue, Livermore, supported comments made by Robert Doyle.
She presented a one page summary of Estimated City of Hayward Revenues and Expenses Resulting
from Ridge Area Development East of Palomares Canyon to the Commission and staff. She
supported those who spoke on July 16 asking for infrastructure and service costs for the Ridgelands
and felt this information should be included in the report. In addition, she expressed concern about
the source of water should residential development take place. She felt tIlat with tile water shortage
in its present situation it was very unwise to consider more development. She also felt that in
giving approval to the report that the price of land in the Ridgelands would rise as people would
begin to speculate on future development.

Tom Law, 7331 Elmwood Circle, Pleasanton, stated that he supported the Committee's comments as
submitted and had served as Chairman of the quasi-public subcommittee. His observation over the
last months was that they were providing an education for some people on the Committee, and
providing a forum for influencing public policy for others. His point was that at times some of the
remarks of Committee members were superfluous and misleading, but as a whole he felt the report
was complete. He felt the City should look to the majority report for guidance.

Glade Clin, a resident of Pleasanton, said she was a member of the Ridgeland Committee for 10
months. She said she felt the latest staff report was flawed and that the Planning Commission
should return the report to staff for further analysis. She said her committee never had the
opportunity to hear a discussion on possible development of 2,600 homes on the Ridge and felt this
should be included in the report.

Paul Corrado, 1519 Fairview Court, stated he was Vice-Chair of the Ridgelands Committee and
presented a one-page testimony to the Commission. He stated that the Committee's goals were as
follows:
I) Preserve as much of the Ridgelands as possible, 80% is a goal;
2) Have the Ridgelands be self-supporting;
3) Preserve the view on the East face of Pleasanton Ridge from the valley;
4) Provide strict environmental controls on all development;
5) Provide for the wise use of the land in perpetuity.

In response to Commissioner Horan's question, Mr. Corrado said he would be happy to work on a
committee to refine the report.

In response to Commissioner Hovingh's question, Mr. Corrado said he felt the report needs some
refining, but could be on the November ballot.

Joann Freemeir, 12091 Glenora Way, Sunol, expressed concern as to how development of the
Ridgelands would affect Sunol and in particular, how development would affect Sinbad Creek. She
was concerned that flooding might occur due to possible development near the headwaters. She was
concerned that development would take their water and favored parkland use rather than residential
use.

Minutes Planning Commission
July 24, 1991

Page 8

,.

.
