Commissioner Michelotti discussed the matter with Mr. Schaeffer, noting that it seems he is
not wanting to fit over-imposing houses on the lots. However, she was concerned that if he
sells the lots that the new owners may not think the same. She felt Mr. Schaeffer was
objecting to the PUD process in that he did not wish to come back for a public hearing and
that somebody else would be planning it, rather than he doing what he wants. She said she
would not be in favor of straight zoning R-1-6,500 because of the fear that someone would
buy a parcel and try to put a too-large house on it. She knew they had controls to guard
against this, but once it's zoned it would be hard to tell someone they cannot build a certain
size house because it would be in conformance.

Mike Kliment, 5142 Foothill Road, stated he was not sure if he was in favor of R-1-6,500
zoning or not, but just wanted to make a few comments. His main concern was that Mr.
Schaeffer might eventually sell his lots off to someone who would try to fit six or more
houses on the site. In regard to his viewshed, he would be concerned about Lot 1 if
someone should purchase it.

Mr. Schaeffer commented that there are probably things in the approval process that he does
not understand, but was under the impression that he would have to present some kind of
design for homes.

Further discussion ensued as to whether R-I-6,500 or PUD should be approved.

Mr. Swift pointed out that a way out of the situation would be to continue the case for two
weeks or two months and allow staff to visit with Mr. Schaeffer. In that manner he would
be more aware of what is allowable. Staff could also address Mr. Kliment's concerns.

Chairman Mahern said she would not be willing to go with R-1-6,500 anyway and would
favor a continuance.

THE PUBLIC HEARING WAS CLOSED.

A motion was made by Chairman Mahern, seconded by Commissioner Horan to continue
Case RZ-91-3 to sometime in August.

ROLL CALL VOTE
A YES: Commissioners Horan, Hovingh, Michelotti, McGuirk, and Chairman Mahern
NOES: None
ABSENT: None
ABSTAIN: None

Tract 6413.
