<br />Commissioner Hovingh asked Mr. Bartleson if they intend to use imported water or Zone 7 <br />water. Mr. Bartleson said he was not sure at the moment where they would get the water. <br /> <br />Elaine Buckland, 3142 Suffolk Way, noted that most of her questions have already been <br />answered by the applicant. She asked if a trail system were installed in the arroyo whether <br />motor bikes would be allowed. <br /> <br />Mr. Swift replied they are not addressing that issue in this application, but said that Zone 7 <br />does not allow motor bikes even without a developed trail and felt sure they would not in the <br />future. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />The Planning Commission discussed the requirement that there be a continuing effort for dust <br />control and that the planting on the mound be sufficient for that purpose. There was also <br />discussion regarding the requirement for use of reclaimed water or another water source not <br />connected to the City's water source. <br /> <br />A motion was made by Commissioner Hovingh, amended by Commissioners Horan and <br />McGuirk, and seconded by Commissioner Michelotti making the conditional use permit <br />findings and approving Case UP-91-35 subject to the six revised conditions listed in Exhibit <br />B with the following modifications: <br /> <br />o That Condition 3 be amended to say "The applicant shall submit landscape and <br />irrigation plans for the dirt stockpile. Landscaping shall consist of fast- <br />growing, drought tolerant groundcovers or hydroseed, and the irrigation plan <br />shall describe the method and frequency of watering sufficient for the growth <br />and continued health of the plants.
