<br />Commissioner McGuirk asked Mr. Mitchum whether the PA system in the tent would be <br />used extensively. Mr. Mitchum said a small system with only one speaker would be used for <br />about 40 minutes to address the audience. <br /> <br />Commissioner McGuirk questioned Mr. Mitchum as to who would erect and dismantle the <br />tent. Mr. Mitchum replied that the same people who install the tent for the fair would be <br />doing the installation and dismantling. He had no problem with the 5 p.m. deadline on <br />August 3 to take down the tent. <br /> <br />Commissioner Hovingh felt that noise should not be a problem as people in the area should <br />be accustomed to noise as they are near the Amador football field. <br /> <br />Beverly McDonald, 1105 Tiffany Lane, said she lives right next door to the church. She <br />expressed concern that she would be hearing the noise all day with kids screaming and so <br />forth. She felt they could use the park system for such a function. In addition, she <br />complained because of the glass recycling bins being so close to her home that she heard all <br />the noise of glass breaking and that it was like living next to a garbage dump. She said she <br />had complained to the church and they finally moved the bins about 15 yards further away <br />from her house, but the noise is still very offensive. <br /> <br />In response to Chairman Mahern's question, Ms. McDonald was not specifically opposed to <br />the tent, but felt something was always going on at that site. It was explained to her that the <br />tent is only to be used for gathering and dispersal of the children. Chairman Mahern also <br />suggested that staff will look into the matter of the glass recycling bins. <br /> <br />Michael Cane, 1141 Tiffany Lane, also lived next to the church. He said he can support the <br />application as outlined and felt staff accurately reported any issues. <br /> <br />Commissioner Hovingh asked Mr. Cane if he had any problem with extending the time to <br />9:30 p.m. Mr. Cane said 15 minutes more would not make any difference to him. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Hovingh expressed support for the bible school, noting that similar <br />experiences were memorable events of his childhood. <br /> <br />A motion was made by Commissioner Michelotti, seconded by Commissioner Hovingh <br />making the required findings and approving Case UP-91-30 subject to the conditions of the <br />staff report with the following modification: <br /> <br />o Amending Condition 6 to change 9: 15 p.m. to 9:30 p.m. <br /> <br />~ <br /> <br />Minutes Planning co..ission <br />July 10, 1991 <br /> <br />Page 10 <br /> <br />,. <br /> <br />. <br />
