<br />Commissioner McGuirk said he would like to give Mr. Toomey a chance to operate the <br />game room and supported the application, but at the same time expressed concern about the <br />back door and parking lot situation, especially during the winter months. He hoped the <br />applicant would take all the concerns to heart as expressed tonight. <br /> <br />Commissioner Horan said he is on the Downtown Committee that considers the welfare of <br />downtown, and felt that the restaurant and game room could increase the amount of foot <br />traffic which is badly needed. He supported the application, but said he would expect adult <br />supervision of the game room. <br /> <br />Commissioner Hovingh noted that one difference between this establishment and the Game <br />Station is that this one sells alcoholic beverages. He is concerned that beer might be handed <br />out the back door; and is also concerned that the parking lot is not visible from the business, <br />making it difficult to monitor the parking lot. He will support the application, but wants the <br />applicant to be aware that the business will be scrutinized. He also told the tenants they can <br />call the Planning Department and Commissioners to complain, if necessary. <br /> <br />Some discussion ensued between Commissioners Horan and Wright regarding the need for a <br />soundwall between the building walls to muffle the sound. It was concluded that because of <br />the additional expense of a soundwall they would not request the applicant to install one. <br /> <br />A motion was made by Commissioner Michelotti, seconded by Commissioner Horan <br />making the required use findings and approving Case UP-91-21 subject to the conditions <br />listed in Exhibit B with the following modifications: <br /> <br />o That the application come back to the Zoning Administrator for review in one <br />year; <br /> <br />o That Condition 6 be modified that restaurant patrons only be admitted to the <br />game room; <br /> <br />o That a condition be added that several bike racks be added in the back parking <br />lot area; and <br /> <br />o That a condition be added that the back door be treated as a front entrance <br />with lighting and signs. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Horan, Hovingh, McGuirk, Michelotti and Chairman Mahern <br />None <br />None <br />None <br /> <br />Minutes Planning co..ission <br />JUDe 12, 1991 <br /> <br />Page 16 <br />
