<br />Resolution No. BA-91-2 was entered and adopted approving Case Z-91-11 as motioned. <br /> <br />OLD BUSINESS - PUBLIC HEARINGS <br /> <br />RZ-91-2. City of Pleasanton <br />Application to amend Section 18.96.060K and Section 18.116.040 of the Municipal Code <br />to allow the use of large hot/cold air balloons for one day only during shopping center <br />grand openings and other shopping center or commercial area special events. <br /> <br />Mr. Swift presented the staff report recommending approval of Case RZ-91-2. <br /> <br />Commissioner Michelotti asked for clarification as to situations where a restaurant might be <br />built on a separate pad such as Pedro's. Mr. Swift explained the balloon could be used only <br />in conjunction with the opening of a shopping center. In response to further questions, he <br />said illumination of the balloon area has not been addressed in the ordinance, but this could <br />be added. <br /> <br />Commissioner McGuirk asked if a balloon would be allowed if a center had a second <br />reopening event. Mr. Swift said it would be allowed in the event that one-half or so of the <br />center was rebuilt or remodeled. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />.~ <br /> <br />No one represented the application. <br /> <br />TIlE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Hovingh thought the draft ordinance was an improvement over the previous <br />one, but expressed concern as to whether the balloons should be allowed at all. He is not <br />particularly fond of them, but can support the application. <br /> <br />Commissioner Michelotti felt the ordinance was quite restrictive, but thought it was <br />appropriate as worded. <br /> <br />Commissioner Horan commented that should it be necessary, someone could still come <br />before City Council for approval of an event if it could be considered a community event. <br /> <br />Chairman Mahern favored the change in the draft ordinance, but felt it should not be <br />overdone with any type of illumination.
