<br />~ Commissioner Wright said he saw no reason to restrict illumination of the balloon. He felt <br />that illumination or spot lights added to the appearance and festivity of the balloon and would <br />be good advertising. Mr. Swift said there are no regulations at this time in regard to spot <br />lighting a balloon; however, care needs to be taken so as not to offend nearby residential <br />areas with spot lights. <br /> <br />Further discussion ensued as to the illumination of the balloon. <br /> <br />A motion was made by Commissioner McGuirk, seconded by Commissioner Horan <br />approving the draft ordinances, Exhibit A and Exhibit B as outlined in the staff report for <br />Case RZ-91-2 and forwarding the draft ordinances to the City Council for public hearing and <br />review. <br /> <br />ROLL CALL VOTE: <br />AYES: Commissioners Horan, Hovingh, McGuirk, Michelotti, and Chairman Mahem <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC-91-35 was entered and adopted approving Case RZ-91-2 as motioned. <br /> <br />NEW BUSINESS - PUBLIC HEARINGS <br /> <br />~ <br /> <br />UP-91-11. Doul!: Ahboltin <br />Application for a conditional use permit to construct an approximately 640 sq. ft. <br />second unit in conjunction with a new single-family residence to be located at 4089 <br />Vineyard Avenue. Zoning for the property is RM-4,OOO (Multiple-family Residential) <br />District. <br /> <br />Mr. Swift presented the staff report recommending approval of Case UP-91-11 subject to the <br />conditions of the staff report. He noted that staff is recommending deletion of Condition 3 <br />as this should be straight zoned property. The second issue is in regard to Condition 7; staff <br />feels neither has to be owner-occupied. <br /> <br />Commissioner Horan discussed the matter of a new driveway and landscaping along the <br />fence line. Mr. Swift said this case will come before the Design Review Board and the <br />matter can be handled at that point. <br /> <br />In response to Commissioner Horan's question, Mr. Swift said they are going to tear down <br />the existing house and rebuild. <br /> <br />Chairman Mahem asked Mr. Swift for clarification as to regulations regarding secondary or <br />"granny flats". <br /> <br />Minutes PImmiog Commission <br />May 22, 1991 <br /> <br />Page 7 <br /> <br />,. <br /> <br />- <br />
