~ Commissioner Hovingh commented that there are four suites between the appli-
cant and Mr. Prosky's business and did not think a church use would affect him.

In response to Commissioner Horan's question, Mr. Prosky said his concerns
primarily have to do with parking. When the Pleasanton Playhouse used the suite
as their headquarters, parking at night was a problem. He was concerned that
they might experience the same thing with the church, as churches normally have
evening church activities. He said his business works in the evenings and
weekends quite a lot.

Wanda Prosky, 6920 KolI Center Parkway, Suite 218, said they drive from Antioch
every day to their business. She is concerned about the issue of safety in regard
to a church in that location. She said they have an overhead door that is open a
good part of the time and they also use power tools. She is concerned that
children might run from the church and be injured in some way. In addition, she
felt parking would be a problem as it was with the Pleasanton Playhouse. She said
at times her car would be blocked in or the overhead door would be blocked
because they would park there. She was also concerned about noise from the
church in the way of music and singing, as they were occasionally disturbed by the
Pleasanton Playhouse.

Commissioner Michelotti pointed out that this is a conditional use permit that is
being approved. Should noise or parking become a problem, it would be up to the
church to correct the situation. The Proskys would simply have to call the
Planning Department and complain.

Gary Senna returned to the podium. He responded to the Proskys' concerns in
that they would be very sensitive to the neighbors. He felt there is plenty of
parking and it should not be a problem. As far as the children's safety is
concerned, he felt they would not go into the alley, but would go toward the trees
to play, should they be left alone for any length of time.

Commissioner Hovingh suggested that as leader of the church, Mr. Senna should
warn his church members of the parking and safety issues as discussed.

Chairman Mahern reminded Mr. Senna that a conditional use permit can be revoked
should it be necessary.

Commissioner McGuirk questioned Mr. Senna as to activities that might go on
other than Wednesday evenings and Sundays. Mr. Senna said he foresees an
occasional Friday night meeting, but did not think noise or parking would be a
problem.

MINUTES PLANNING COMMISSION - MAY 8, 1991 Pa8010

..

-
