<br />Mr. Lee presented the staff report recommending that the Commission refer the <br />case to the City Council with a recommendation to include the North Sycamore <br />area in the South Pleasanton Specific Plan and EIR study. Should the Commission <br />wish to adopt any of the alternative plans as presented, they may direct staff to <br />return to the next meeting with the necessary documentation with direction to <br />staff as to which features they would like included in the Specific Plan. <br /> <br />Commissioner Hovingh asked staff if more than one-half the acres involved decide <br />to annex, would this require all the acreage to be annexed. Mr. Swift replied that <br />the actual annexation of the area can happen in a number of ways. The property <br />that is asking to be annexed has to be contiguous to the City, but most of the <br />properties are contiguous on the south or the north. LAFCO has a rule that it is <br />not allowed to create a narrow strip of unincorporated land less than 300 feet <br />wide. As long as this does not occur, large or small properties can be annexed as <br />the requests come in. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Laird Newhart represented the Pleasanton Unified School District and read a letter <br />on their behalf. He submitted a copy to Mr. Swift. The letter indicated the school <br />district's intent is to sell their property in that area in order to supplement much <br />needed school funds. This process was started about five years ago and the <br />~ district now feels that it is inappropriate to delay annexation any longer. The <br />district does not feel that restudying the process would achieve anything more at <br />this point and urges that annexation not be postponed. The district further <br />supported Alternative 2. The letter was signed by Superintendent Bill James. <br /> <br />Gary Van Wegen, 488 Sycamore Road, as Co-President of the Alisallmprovement <br />Club, displayed several transparencies of the area and explained each one. He <br />stated that of all the plans shown, Alternative 1 seems to be the most favorable, <br />even though it is not perfect. It can be supported by a strong majority of the <br />property owners. He said that he has gone to a great number of meetings in the <br />last two years, as have many other people in the affected areas and felt that the <br />time is right to support the plan. He felt that if more years go by for more study <br />and research that less of a consensus would be gained by this segment of the <br />community. Their intent and wish is to keep the Sycamore area as unchanged as <br />possible as to zoning and traffic issues. He asked the Commission to recommend <br />that the south side of Sycamore be zoned PUD-A as in Alternatives 1, 3, and 4. <br /> <br />Mr. Van Wegen said that the City has promised to sit down with the Alisal <br />Improvement Club and discuss the matter with them; they have not done this. <br />However, at this point, they feel that some action should be taken and that <br />nothing more will be gained by further studying the matter.
