~

Commissioner McGuirk said he felt staff could work on an east/west connection
and possibly swing it down into Sycamore, and still miss the Greene's property.
He felt it absolutely necessary to reserve a school site of 10 acres or more, but if
that is done, he could not see all potential school traffic going down Junipero, left
on Sunol, then left up the east/west connection through Ventana Hills to
Independence Drive. To get to a potential school site, other streets from the
Mission Park neighborhood would have to be opened up. He would leave the
north/south area to staff and felt he did not know enough about it.

Commissioner Horan said he did not have much to add to the above comments. In
regard to the east/west connection, it appears that everyone east of the Greene's
property wants to annex. He felt that those people should be the ones to
compromise. He felt the Greenes and Benevedes should be compensated. He
would condition it so that anyone who does not want the change should in no way
be expected to pay an assessment for a roadway going past their house on either
side. He felt that compromises would have to be made in regard to an east/west
road. He also felt that everyone has to give a little bit to absorb some of the
traffic, as does everyone in the City. He added that he would favor one house per
acre density.

Commissioner Michelotti said she would like to see some type of plan as to how a
road to the Lund property would hook into Sycamore. She would like for staff to
r explore a narrower arterial through the Sycamore Plan and what would have to be
done in order to achieve that.

Commissioner Hovingh would request that staff contact the Fish and Game
Department to get some feedback in regard to going up the stream located on one
of the properties. He would also want some discussion in regard to financing
mechanisms of a possible future school on the Sycamore property. In addition, he
wanted a succinct summary of traffic levels at the various intersections that are
affected by the project, including those in Ventana Hills. From the school district,
he would like to see a plan where all the schools are to be located.

Commissioner Michelotti asked staff to address the visual impact of a road going
to the east into the hill area or any proposed alternatives.

Chairman Mahern said that if the Moore Road comes in near the water tank, she
would like to explore the possibility of cul-de-sacing the east/west connector and
preserve the area of the stream. She did not know if it is necessary to have that
road go through to the Lund property and have the circular route come into the
Spotoro property.

MINUTES PlANNING COMMISSION APRIL 24,1991 Page 16

..

-
