~ however, he is willing to abide by the route as shown in Alternative 4 for both San
Antonio and Independence Drive providing they are not blocked off. He also
expressed concern about the Greene's situation with the road that is proposed to
go through their property.

Commissioner Horan commented that he would at least want an emergency exit
on San Antonio and San Carlos Streets.

~

Commissioner Michelotti said she agrees with Commissioner Hovingh's comments.
She felt there would have to be compromises made by everyone. Basically she
supported Alternative 4; she also would reserve a school, public institution or park
site. As far as the major arterial going the circular route, she would want staff to
come back with some hard information. She said she does not want to ruin the
environment and would want the area to remain as rural as possible. She would
question some of the density that has been proposed; if the density is lower as
suggested by Commissioner Horan, perhaps sound walls would not be needed. She
felt they had to have somewhat of an idea of what is coming to the southern area.
She favored Agricultural zoning along Sycamore, including the south side of
Sycamore. She favored Alternative 4, but would like for staff to look again at
roadway alignment as far as where properties will be broken up. In response to
the public's call "to let the developer pay" for an alternative route eastward then
southward, Commissioner Michelotti reminded the audience that anytime a
developer must pay for additional improvements something else must be given up
(such as a lower density) to pay for the improvements.

Chairman Mahern said she had come into the meeting prepared to postpone the
project. Even tHough she felt that staff has done exactly what the Commission
asked for, she is now convinced that they could go forward, while at the same
time she is not saying she could approve a final plan. She would like to see a plan
that would avoid the Greene/Benevedes properties and then to determine the
density to see how much traffic could be controlled at the beginning of the project
rather than at the end of the project. She would also reserve 10 acres for a school
or public institution on the north side of Sunol Boulevard. She would want Mr.
Moore's circular route explored at the end of the new proposed road. She was not
sure they need both roads that go directly east to the Lund project. She would
make as many traffic alternatives as they possibly can. She favored Independence
Drive going through to an east/west collector street. She would favor density of
no more than one house per acre. She would support an emergency exit from San
Carlos; she would not object to San Antonio being closed. She would like to see a
lot more detail as to alternative traffic and circulation on the properties that
surround the area. She would not want to go forward with a density recom-
mendation off of Sycamore until they see what the whole project is going to be.

MINUTES PLANNING COMMISSION APRIL 24, 1991 Page 15

-
