planned and under construction on the Foothill corridor. Building that school would
free up capacity at Vintage Hills and Valley View Schools. Mr. Newhart indicated
the choice ends up being about 1,400 units in the San Francisco property versus
400 units in the S. Pleasanton (N. Sycamore) area. The district's choice would be
to put the school on the San Francisco property. He further clarified on the aerial
map where the San Francisco property is located.

Commissioner McGuirk felt there was some contradiction in the situation as a lot
of the money that is coming from the development on Foothill Road is to build new
classrooms at Lydikson. He expressed concern that an elementary school would
definitely be needed in the future and felt that space definitely needs to be
reserved.

The Commission further discussed the possible need for an elementary school and
how it would be financed with Mr. Newhart.

THE PUBLIC HEARING WAS CLOSED.

Mr. Lee suggested that the Commission give staff as much guidance as possible as
to the individual components of the plan that they like. For example, they could
say they like the circulation plan on Alternative 4, but like the land uses as
depicted on Alternative 1. He said they could not address the EIR tonight.

A motion was made by Commissioner Horan, seconded by Commissioner McGuirk
to go with staff's recommendation to proceed, and give staff reasonable time to
prepare a plan, but which is not tied to the S. Pleasanton Specific Plan.

. (2)
Independence Street should go through to an east/west collector street. He would
like to see San Carlos and San Antonio Street dump into the east/west collector;

MINUTES PLANNING COMMISSION APRIL 24, 1991 Page 14
