Roger Manning, 1300 Happy Valley Road, expressed support for a decision to
move ahead with the N. Sycamore Specific Plan. He felt that staff has done a
good job and that compromises will have to be made, but as a whole most of the
people could be pleased. He was ready to move on with a decision.

Judy Gray, 530 Sycamore Road, said she is in favor of annexation and encouraged
the Commission to make a decision.

John Spotorno, Sycamore Road, said he has 160 acres in N. Sycamore. He felt
the study has been explored enough and the engineers have figured enough. He
encouraged the Commission to make a decision.

Ken Benevedes, 362 Sycamore Road, thanked those people who supported him
and also the Greenes. He said he, too, has attended over 25 meetings, and the
Greenes have written many letters in regard to the Specific Plan. He said when
talk of the project first started there was no discussion about a road going through
their property. He said he has been on his property for over 20 years and felt
development would change the lifestyles of all the people who live in N. Sycamore.
He said he cannot agree with all the neighbors who have spoken, but feels the
developers should not take advantage of the Greenes so they can make a profit.

Mary Greene called attention to the Corona Fault which could affect a roadway.

.~

Larry Pignatero, 720 Sycamore Road, said he has been in favor of annexation for
over 15 years and is ready for a decision to be made.

Earl Bach, 446 Sycamore Road, said he has lived there for 11 years and has been
involved with studying the Specific Plan for a great number of years. He felt that if
they don't know enough now to get the area annexed, no one was ever going to
know enough to get this area annexed into the City. He stated he supports
annexation.

Laird Newhart returned to the podium.

Commissioner McGuirk asked for clarification as to where a school would be
eventually needed. Mr. Newhart said the school district updates their facility plan
every year and the last update was done in October 1990. The district property in
N. Sycamore was reserved for a high school site; however, it appears a high
school will not be needed. If an area is needed for a high school, he said that
would not be the area chosen. If the district reserved an area for an elementary
school, it would be 10 acres. Thus they would still have an opportunity to market
the remaining portion. The current facility plan suggests two school sites on the
San Francisco property; the first school would take care of the development being

MINUTES PLANNING COMMISSION APRIL 24,1991 Page 13

,. ., .
