Sharon Erickson, 1039 Hopkins, said her major concern is that a site is reserved
for an elementary school. She said children are now being bussed to Valley View
School and with future development she was certain that another school would be
necessary. She presented two proposals: Either wait with a decision until a more
specific plan can be worked out in regard to density and traffic, or at least reserve
enough land for a school. She reiterated that she is very concerned that there is
no guarantee that a school will be built in that area.

Commissioner Hovingh expressed concern that should a school be built in N.
Sycamore that people from Ventana Hills will be driving down local streets such as
Bernal and Sunol Blvd. to get students to school. He asked Ms. Erickson if it
would make more sense to have Independence go through if a school was built in
N. Sycamore. She said that it would.

Greg Mix, 239 Main, said that he and Art Dunkley have a parcel in the N.
Sycamore area. He supported the process that has taken place and felt that staff
has done a first rate job. He felt the Commission had enough information to make
a decision and encouraged them to do so. He has been working with the
committee for over five years and feels the area has been studied enough. He felt
that there is ample time to make changes in the plan should it be necessary. He
concluded that he would recommend the Commission wait with a .decision on a
traffic circulation plan until staff makes a recommendation.

Commissioner Horan discussed road issues with Mr. Mix. He asked Mr. Mix if
anyone has offered a reasonable compensation to the Greenes for the detriment to
their property. Mr. Mix said he could not answer that question.

In response to Commissioner Michelotti's question, Mr. Mix said his best choice of
traffic plans would be Alternative 4 and comes closest to addressing all issues.

The Commission further discussed with Mr. Mix the issue of the road going
through the Greene's property.

Mary Greene said they have been contacted by developers, but they have always
chosen not to develop their property, and do not want a road going through.

Gwen Ward, 982 Sycamore Road, expressed concern as to how she would access
her private road should Alternative 4 be chosen. She went to the plans and
showed her home site. She said no one has ever contacted her about that issue,
even though she was promised access from Sycamore Road to her home. Mr. Mix
indicated he did not recall such a conversation, but said there is access to all the
homes on Sycamore Road.

MINUTES PLANNING COMMISSION APRIL 24, 1991 Page 12

I.

.
