~ Commissioner Hovingh called attention to Condition 4 in regard to minor repairs
and maintenance of cabs, and possible noise of impact wrenches, etc. He asked
the applicant if he would agree that the back door of the building should be closed
to reduce noise to the neighbors. Mr. Ghorbani said he had no problem with that;
however, he pointed out that other nearby businesses use impact wrenches in their
work. He felt the neighbors' biggest problem was the color of the cabs. He said
he has also instructed his drivers not to use someone else's parking spaces. In
regard to interference of radio transmissions, Mr. Ghorbani said they have never
had a complaint before; he is licensed by the FCC. His radio is 15 watts, low
voltage and operates much like a cellular phone.

Chairman Mahern asked if the applicant washes cars on the premises. The
applicant said they do so only occasionally. Normally the cabs are run through a
car wash as they get free coupons for gas fillups.

Commissioner Michelotti asked how many cabs they have. Mr. Ghorbani indicated
they have 8 operable cabs, 12 in reserve.

Mr. Swift called attention to Condition 8 that says no cabs may be parked on the
public street.

Commissioner McGuirk asked the applicant if the cabs inside the building are
~ operable. Mr. Ghorbani said those inside are not licensed; he buys these cars from
auctions. Commissioner McGuirk said it seems the applicant is short about six
parking spaces.

Commissioner Horan asked the applicant if he has considered allowing his
employees to take the cabs home with them. Mr. Ghorbani said he has tried this
but it does not work well and creates other problems related to insurance liability.
Commissioner Horan suggested that the applicant find storage space for those cars
presently inoperable inside the building so that those on the street could be parked
inside. Mr. Ghorbani said he has tried to find additional space; however, it proves
to be very expensive and he needs to keep his costs down. He felt he would have
to get rid of extra cabs unless he could find a larger building.

Harold Clanker, 7885 Briarland, Dublin, said that he has visited with the applicant
in order to help him work out the situation. He said the parking situation is not
good in the area.

Commissioner Michelotti asked Mr. Clanker if the applicant is using his parking
spaces. Mr. Clanker said that everybody else has only four parking spaces and
that Mr. Ghorbani uses six. He felt the applicant is using more than his share.
Mr. Clanker said the only problem with him is the lack of parking space; there is no
noise problem associated with the cab company.

~

MINUTES PLANNING COMMISSION APRIL 10, 1991 Page 6

II .
