,-- UP-91-7. Reza Ghorbani/Yellow Cab Comoanv of Tri-Vallev
Application for a Planning Commission determination as to the appropriateness of a
taxi dispatch station as a conditional use in the Valley Business Park, and, if
determined appropriate, for a conditional use permit to operate the business at
1043 Serpentine Lane. Suite I. Zoning for the property is PUD (Planned Unit
Development) - Industrial District.

Mr. Swift presented the staff report recommending approval of Case UP-91-7
subject to the conditions of the staff report. He called attention to two letters that
expressed some opposition to approval of the case.

Commissioner Wright called attention to Page 3 of the staff report in regard to
illegal parking by the applicant. Mr. Swift said the applicant and his employees
have occasionally parked illegally in handicapped zones and fire lanes.

Commissioner Michelotti asked if dispatchers are on site at night. Mr. Swift
indicated there are dispatchers on site at night.

Commissioner Hovingh called attention to the letter of David and Sue Hillyer who
expressed concern about possible radio transmission interference and noise from
the dispatch station. He asked who would have to adjust should that problem
occur. Mr. Swift said the cab company would have to adjust; the Commission can
~ add a condition to that effect should they deem it necessary.

Chairman Mahern .asked staff if they have heard other complaints until now. Mr.
Swift said they have only heard complaints from the adjacent businesses in regard
to the parking of cabs on the street and in illegal spaces.

THE PUBLIC HEARING WAS OPENED.

Reza Ghorbani, 1043 Serpentine Lane, President of the Yellow Cab Company,
represented the application. He said he read the staff report. He felt it was all
right for him to park his vehicles on the street as long as they remained no longer
than 12 hours. He said he does not store them on the street. He said his cabs do
park on the street, but that the maximum at any time would only be four cabs.

Chairman Mahern explained to the applicant that street parking is designed for
those employees who drive to the site. Mr. Swift clarified that the applicant could
park on the street as discussed; however, the Commission can condition the use
permit to deny that should they see fit.

Commissioner Horan said it appears that the cab company needs a larger space.

"-

MINUTES PLANNING COMMISSION APRIL 10, 1991 Page 5

I. .
