~ Commissioner Hovingh expressed concern about resurfacing of streets rather than
rebuilding them. He would like the City to have some type of fund readily available
for this purpose.

After some discussion, Commissioner Hovingh also expressed a desire to see a
breakdown of discretionary funds based on the procurement of those funds
through housing fees. Mr. Swift said he would get this information to him.

THE PUBLIC HEARING WAS OPENED.

Stan Rathbone, 325 Ray Street, suggested that the City start looking at the
positive side of things, not the negative; specifically, they could play up the fact
that new good restaurants, such as Strizzis, are in the downtown area. He felt
the realignment to Ray Street and St. John Street would probably be on the next
ballot.

~

Robert Cordtz, 262 W. Angela, said he is interested in the disappearance of a
project which is the Capital Improvement Project of the extension of Junipero Drive
from Sunol Boulevard to Case Avenue. He said he could not find it in the Draft
Report and could not conceive submitting a budget without including it. He felt it
was crucial that this extension be included because of the possible housing that
may be built near the proposed Senior center and park. Mr. Higdon explained that
originally the extension was planned to go through the old Corp Yard and connect
with Case Avenue. However, when San Francisco Water Property came in with
their preliminary plans, this changed the proposed street pattern to connect Case
Avenue with the Valley loop. This makes more land available for the low-income
housing project. Right now staff does not see a need to extend Junipero.

Mr. Cordtz reiterated that he felt it was very important for Junipero to be extended
to Case Avenue and wished to make it a matter of record. He felt it was
absolutely necessary to have more than one access to the future housing project.
Mr. Swift assured him that more study will be done on this matter.

Stan Rathbone returned to the podium and urged the Commission to consider who
would supply the water if the San Francisco and Ruby Hills developments come
through. He felt this might lower the supply of water to existing residents and also
lower the quality of water. He did not think this is fair.

THE PUBLIC HEARING WAS CLOSED.

Mr. Swift commented that it is important to staff to hear the Commission's
thoughts tonight. The General Plan anticipates that the budget is not totally in
place, but it is helpful for staff to hear what they wish to have happen and then
work with those thoughts.

MINUTES PLANNING COMMISSION APRIL 10, 1991 Page 11

.1 ., .
