<br />Caoitallmorovement Proaram 1991-92 throuah 1995-96 <br />Review of the Five-Year Capital Improvement Program (Summary Financial Tables) <br />as to its conformity with the General Plan. <br /> <br />Mr. Swift presented the staff report recommending the Commission find that the <br />Draft Capital Improvement Program, as a whole and as individual projects, is <br />consistent with the General Plan; and that they recommend their priorities within <br />project categories. <br /> <br />Commissioner Michelotti said she has gone through the information presented and <br />her main concern has to do with adequate police and fire protection. <br /> <br />Chairman Mahern asked if the construction of fire station 4 is a real necessity right <br />now. Mr. Swift responded that this station would be in the Vintage Hills area. It <br />is necessary because the street patterns are such that access for fire trucks is <br />extremely difficult. City policy is to have no more than a 5-minute response time <br />for fires. This cannot be achieved in the Vintage Hills area without a fire station. <br /> <br />Commissioner Michelotti asked whether developer fees could eventually pay for <br />another station. Mr. Swift agreed that those fees could ultimately be used for that <br />purpose. <br /> <br />~ Commissioner Horan asked the City's definition of Capital Improvement. Mr. <br />Higdon responded that anything with a cost of $3,000 is considered Capital <br />Improvement. Commissioner Horan discussed what Measure B funds are reserved <br />for. Mr. Higdon said these funds are presently reserved for 580/680 construction <br />costs and major improvements within the City. He said some of these funds were <br />used last year for widening of Sunol Boulevard. Mr. Swift further explained that <br />Measure B funds are used for specific projects. The "catch" on Measure B funds is <br />that the City must also come up with a sizeable share. <br /> <br />Commissioner Horan expressed great concern that Hopyard Road lacks landscaping <br />and is a visually poor street. He would favor landscaping that area over putting up <br />a soundwall somewhere else. Mr. Higdon explained staff has been directed not to <br />address improvements on Hopyard Road at the present time. <br /> <br />Commissioner Horan expressed a desire to see a cost benefit analysis in regard to <br />purchasing City equipment versus leasing. Mr. Swift said he could prepare <br />information of this nature by the next meeting. <br /> <br />Commissioner Michelotti asked if the water shortage has affected the unfunded <br />projects. Mr. Higdon said the water shortage was a big factor in how landscaping <br />is handled.
