~ Commissioner Michelotti suggested putting Mr. Cordtz's recommendation for the extension of Junipero Drive on the list of unfunded projects. Mr. Swift said it is not accurate to think there would be only one access to the possible housing project. Chairman Mahern said she would have a problem with approving another street without seeing a plan for Sunol Boulevard and the proposed housing project. Lengthy discussion ensued as to prioritizing projects. Commissioner Horan felt that new projects, such as building gyms and sound walls, should not take precedence over repair of deteriorating sections of the downtown area. He felt that at least $3.5 million could be redirected to the downtown area renovation. Commissioner Hovingh recommended the completion of projects that impact the most people, and delay things such as putting in stop lights in Hacienda Business Park. Chairman Mahern suggested that the backflow device covers be removed. The general consensus of the Commission was that priority be given to renovation of the downtown area and water conservation projects. .-- A motion was made by Commissioner Hovingh, seconded by Commissioner Michelotti finding that the Draft Capital Improvement Program, as a whole and as individual projects, is consistent with the General Plan.
