a subdevelopment with 200 homes and an average of two young children
per home livable when it has no park, no amenity, no accessibility to a
school? Ask the children who live in such a place and see if they feel
like the would rather be playing on a street or a field at their
school. They suffer in silence because they know nothing different.

".Has a variety of attractive neighborhoods with housing of various
densities where families thrive.

Comment: Eliminate the "where families thrive" unless there are
specific details included which enable families to thrive. (i.e. all
children have accessibility to their schools after hours, or
accessibility to gymnasium facilities rain or shine where parents can
drop in with their kids and teach them and mentor them, or expanded
aquatic facility hours of a minimum of seven hours per day, where
working parents can come to teach their own kids to swim.) The
statement "where families thrive" has not been earned.

"-Promotes a prosperous diverse and sustainable economy which provides
economic opportunity for all members of the community."

Comment: How does "Pleasanton" promote this? Does the "City of
Pleasanton" promote this? If so, what will be done to promote this?

"-Manages traffic to allow people to move easily and safely around the
community and provides a comprehensive network of pedestrian and
bicycle routes.

Comment: The best sentence so far.

".Maintains the small-town character of its historic downtown and
architectural landmarks while promoting community and visitor activity
through retail, service, residential, cultural, and recreational
opportunities in a well-designed, lively pedestrian environment.

Comment: Sentence should be two sentences, the first ending at
"landmarks". The priorities of the second sentence are bass-ackwards.
"Promoting recreational and cultural opportunities for individual
residents, and visitor activity through retail and service activities
through a lively pedestrian-friendly environment" should be the concept.

<skip four bullets>

"Provides a City government that promotes community participation
dedicated to preserving the quality of life"

Comment: Provides a City government-sponsored information service which
not only emphasizes community participation, but FACILITATES the
participation by helping persons coramunicate with City staff and
leadership, by helping neighborhoods connect the residents within each
neighborhood, and by helping neighborhood leaders share information
across neighborhood boundaries. We need to have the quality of life
enhanced, not preserved. If we seek to preserve that which exists
today, then we only preserve the status quo, not improve upon it.

Part 3. Discussion Draft Principles (Ail "Pleasanton" terms
substituted with "City of Pleasanton")

Address information gathering from individuals, families, and
overlooked constituencies
Address the tendency of funded interest groups (such as lacrosse teams,
tennis players, etc.) to dominate discussions and drown out those in
the silent majority.
Eliminate the meaningless terms of "community of character" which have
no relevance unless they are attributed to individual people. Replace
by Golden Rule, "Do unto others..."
Eliminate "Pleasanton values the prosperity of all residents" because
4
