In 2000, the owners conducted a comprehensive review of shelter operations and investigated the <br />potential benefits of utilizing a different provider. Based on this work, the owners determined <br />that the Sheriff's Department provided cost effective, quality service that was meeting <br />community needs. However, there were some concerns about the terms or the operations <br />contract including an interest in establishing an oversight committee comprised of City staff <br />assigned to the shelter. As a result, a new Memorandum of Understanding was amended. <br /> <br />At this time, staff is recommending the Memorandum of Understanding be renewed for a period <br />of three years with an option for a two-year extension. The Shelter Operations Advisory <br />Committee reviewed the document and determined no changes were necessary. The basic terms <br />of the Memorandum of Understanding are as follows: <br /> <br /> The Sheriff's Department will continue to operate and maintain the shelter for a period <br /> of three years commencing July 1, 2005. Further, the Memorandum of Understanding <br /> may be extended for an additional two years with the approval of all involved parties. <br /> <br /> · Shelter activities and operations will continue to be monitored by the Shelter Operations <br /> Advisory Committee, which consists of one representative from each of the cities and <br /> Alameda County. Currently, the Shelter Operations Advisory Committee meets on a <br /> quarterly basis with the Sheriff's Department at the East County Animal Shelter. <br /> <br /> The Sheriff's Department will be responsible for submitting an annual operating budget, <br /> which is subject to review and approval by the cities and Alameda County. The <br /> operating budget covers all aspects of shelter operations and maintenance. <br /> <br /> · Cost for shelter operations and debt service for the shelter (the latter of which is covered <br /> under a separate agreement) will be shared by all of the owners based on a formula <br /> related to the number of live animals handled at the shelter during any calendar year. <br /> For 2005, the cost sharing formula will be as follows: <br /> <br /> Pleasanton - 20.111% <br /> Livermore - 45.053% <br /> Dublin- 12.350% <br /> Alameda County - 26.486% <br /> <br /> · Based on the current fiscal year budget of approximately $1,007,096, the City's share <br /> for shelter maintenance and services is $189,465. It should be noted however, that <br /> because the number of live animals handled at the shelter fluctuates each year, the City's <br /> share also fluctuates on an annual basis.
