THE CiTY OF

DE£ AS&NTONo CityCouncil
Staff Report

June 7, 2005
Deputy City Manager

SUBJECT: APPROVAL OF AN AGREEMENT FOR THE OPERATIONS AND
MAINTENANCE OF TItE EAST COUNTY ANIMAL SHELTER

STAFF RECOMMENDATION:

Staff recommends the City Council approve the attached Memorandum of
Understanding with the Alameda County Sheriff's Department for the
maintenance and operation of the East County Animal Shelter located at
4595 Gleason Avenue in the City of Dublin.

SUMMARY: This report recommends the City continue to receive animal shelter
services through a mutual agreement with the Alameda County Sheriff's
Department. The current agreement has been in place since 2001. The
Alameda County Sheriff's Department has been operating the facility since
it opened in 1995.

Honorable Mayor and Members of the City Council:

BACKGROUND

This county animal shelter located on Gleason Avenue in the City of Dublin, opened in 1995.
The shelter, which is jointly owned by the cities of Pleasanton, Livermore, and Dublin and
Alameda County, (here and after refer to as "owners") provides a range of domestic animal
services to the Tri-Valley area.

Prior to the shelter opening in 1995, the owners circulated a request for proposal to identify an
entity to operate and maintain the shelter. After reviewing all options, the owners determined
that the best option for this service was to contract with the Alameda County Sheriff's
Department, which provided operation and maintenance service to the old animal shelter
building. As a result, in 1995, the owners entered into a Memorandum of Understanding with the
Sheriff's Department for this service.

SR 05:129
Page 1
