<br />~ Resolution No. PC-91-22 was entered and adopted recommending approval of <br />Tract 6400 as motioned. <br /> <br />NEW BUSINESS - PUBLIC HEARINGS <br /> <br />PUD-89-6-3M. SDieker Partners <br />Application for a major modification to the approved Planned Unit Development for <br />Rose Pavilion (Phase III), located at the northwest corner of Santa Rita Road and <br />Rosewood Drive, to permit banners, balloons, and pennants in conjunction with <br />grand openings and special events if found to be in conformance with the City's <br />provisions for temporary conditional use permits. Zoning for the property is PUD <br />(Planned Unit Development) - Commercial District. <br /> <br />Mr. Swift presented the staff report recommending approval of Case PUD-89-6-3M <br />subject to the conditions of the staff report. <br /> <br />Commissioner Michelotti asked if banners and balloons, etc. are permitted only <br />four times a year. Mr. Swift agreed they are allowed four times a year along with <br />those times when a new business comes into the center. <br /> <br />Chairman Mahern asked about the use of a spot light. Commissioner Michelotti <br />noted the conditions of approval do not allow the use of a spot light. <br /> <br />~ <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Peter Snugg, 6000 Stone ridge Mall Road, stated he has read the staff report and <br />concurs with the conditions of approval. <br /> <br />Commissioner Hovingh stated he does not care for this type of advertisement; he <br />does not like the balloons, etc. that are used for the grand openings. <br /> <br />Chairman Mahern favored a condition that would allow the use of the giant balloon <br />only 2-3 times a year, not every time a business comes in. She felt the businesses <br />could consolidate their grand openings. Mr. Snugg said they are trying to do that. <br /> <br />Mr. Swift said that KKIQ has contacted Council about initiation of a code change in <br />regard to the use of their big balloon. This could change the number of times the <br />balloon could be used in Pleasanton. This is scheduled for the next Council <br />meeting. <br /> <br />..~ <br /> <br />Bill Kilroy, 3670 Chillingham Court, represented the residents of Fairlands Meadow <br />area. He said they have a problem with the visibility of Garcia Restaurant and the <br />other buildings in the center; he said they were led to believe that more screening <br />of the center would be done with trees.
