<br />,,- Further discussion ensued in regard to street lighting and the need for a set of <br />standard guidelines. Mr. Swift said he would be happy to work with Commissioner <br />Wright to develop these guidelines. <br /> <br />Commissioner Michelotti asked Commissioner Wright to further clarify his view <br />point regarding the use of the sewer grinder pump. Commissioner Wright <br />explained that he felt the four lots pinpointed to have the sewer grinder pump <br />should have gravity feed; he reiterated that the normal homeowner has no <br />knowledge of a grinder pump; that should something happen to the pump that it is <br />not a simple roto-rooter call to have the problem solved. <br /> <br />Mr. Higdon felt that each homeowner of those four lots that have a grinder pump <br />would simply have to maintain the pump. He further explained that the sewer line <br />would be owned collectively by the four lot owners. The. Commission felt this <br />information would have to be clarified to a purchaser on the deed of trust as a <br />disclosure. <br /> <br />Mr. Swift said the Commission has three choices: They can delete those four lots <br />from the project, which the developer does not wish to do; they can require a very <br />deep sewer, which is unacceptable to engineering; or they can require some sort of <br />pump system like the one described. <br /> <br />.~ Commissioner McGuirk asked about the cost of the grinder pump, and the cost of <br />possible repair to a system using that type of pump. Mr. Higdon indicated a pump <br />would cost about $500; he was not sure of the cost of having a repair person <br />come to the site, but estimated it would be somewhat like any other repair charge. <br />Mr. Swift explained these pumps work the same as a pump that removes water <br />from a basement. <br /> <br />A motion was made by Commissioner Hovingh, seconded by Commissioner <br />Michelotti making the required tentative map findings for the proposed subdivision <br />as listed in the staff report; making the finding that the tentative map and the <br />modified grading plan (Exhibit A, dated March 22, 1991) are in substantial <br />conformance with the approved PUD for this site, PUD-89-21, with the condition <br />that a one-story home on Lot 7 shall be required to assure compliance with the <br />aesthetic/visual considerations of the PUD and the EIR; and approving Tract 6400 <br />subject to the conditions listed in Exhibit B and the Standard Conditions for <br />Tentative Maps. <br /> <br />ROLL CALL VOTE: <br />AYES: Commissioners Horan, Hovingh, and Michelotti <br />NOES: Commissioner McGuirk and Chairman Mahern <br />ABSENT: None <br />ABSTAIN: None <br /> <br />~ <br /> <br />MINUTES PLANNING COMMISSION MARCS 27, 1991 <br /> <br />Page 7 <br /> <br />" <br />
