<br />- <br /> <br />COMMISSION'S COMMENTS: <br /> <br />Commissioner Horan said he originally had some concerns about the project, but <br />with the discussion tonight he is pleased with the project and can support it. <br /> <br />Commissioner McGuirk said he could make the findings except for No.2 and feels <br />the site is unsuitable for this type of development. He still feels some of the <br />houses will be seen from Foothill Road and his goal is to minimize that visual <br />impact as much as possible. He does not think the project does that as stands and <br />cannot support it. <br /> <br />Commissioner Hovingh said his concerns have been satisfied tonight and he is now <br />pleased with the project and can support it. <br /> <br />Commissioner Michelotti said when the project came through the first time she did <br />not support it. However, tonight her job is to see if the plan tonight is in <br />conformance with what was PUD approved. She said she can make the findings, <br />but still has concerns about the area where the lots are back to back. She is still <br />concerned about the visual impact. She felt that the visual impact was still too <br />great and that the project looked like a flat land development in the hillside. <br />However, for tonight, she could make the findings. <br /> <br />Chairman Mahern said she has never been in favor of the project and cannot <br />support it tonight. She did not think the balance of grading was correct; she felt <br />people would not want to see houses over 670 ft. elevation; she would not favor <br />taking land to put up the water tower, the water line route, and the bridge. She <br />said she would eliminate lot 43. She concluded she could not support the <br />tentative map findings. <br /> <br />Commissioner Wright called attention to page 25 in reference to the sewer grinder <br />pumps. He felt it was inconceivable to ask four homes out of the project to be <br />responsible for a grinder pump that a normal home owner would know nothing <br />about. He would like to see the project use the original provision which was the <br />gravity feed concept. In addition, he would like the City to come up with some <br />type of lighting standards for hillside development. <br /> <br />Commissioner Horan wished the record to include that he feels the 670 ft. <br />elevation is not an exception the Commission is making tonight. He said that <br />according to Mr. Swift's comments this has been in existence for over five years. <br /> <br />A motion was made by Commissioner Hovingh, but died for a lack of a second to <br />approve the tentative map findings and approve Tract 6400 subject to the staff <br />conditions as set forth. <br /> <br />MINUTES PLANNING COMMISSION MARCH 27, 1991 <br /> <br />Page 6 <br /> <br />.. <br />
