He <br />felt the Bonde Ranch now stands as an island, and in the light of <br />the cance11ation of the Wi11iamson Act for Vent ana Hi11s and <br />Kottinger Ranch, he could support the cancellation of the Act. <br /> <br />commissioner McGuirk also felt the Bonde Ranch is now an island; <br />agreed with the previous statements, and supported the <br />cancellation of the Williamson Act. <br /> <br />Chairman Mahern said she really had grappled with this matter and <br />until tonight had felt she could not cancel the Act. However, <br />since the Bernal Avenue splits the Bonde property, she felt the <br />property owner should have the opportunity to develop the <br />property. <br /> <br />A motion was made by Commissioner Michelotti, seconded by <br />commissioner Hovingh making the Williamson Act findings as <br />attached on Exhibit D and recommending the cancellation of the <br />Williamson Act. <br /> <br />ROLL CALL VOTE: <br /> <br />AYES: <br /> <br />commissioners Hovingh, McGuirk, Michelotti, <br />Wright, and Chairman Mahern <br />None <br />Commissioner Horan <br />None <br /> <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Resolution No. PC-91-16 was entered and adopted recommending the <br />cancellation of the Williamson Act as motioned. <br /> <br />ADDITIONAL COMMENTS: <br /> <br />commissioner Hovingh said he has mixed feelings in regard to the <br />extension of "F" Street to Independence Drive, and has concerns <br />about traffic in that area and also the amount of grading that <br />would have to occur should it go through. He favored the <br />extension of Mirador Drive to Bernal Avenue; he would approach <br />the water tank through the Lund Ranch and then take out the road <br />from the water tank down to Bernal Avenue; and finally, he would <br />add a condition that the applicant and staff work out the school <br />issues with the Pleasanton School District. <br /> <br />commissioner Michelotti said she still feels a better plan should <br />be developed in regard to traffic circulation at Hopkins Way and <br />that staff make sure grading is done right. In regard to "E" <br />Court, she felt they would have to rely on staff planning so that <br />those homes would not be visually impacted.
