,~

Commissioner Michelotti said she felt the EIR addressed the
traffic issues well enough and gave enough alternatives.
However, she said she would like to see a comparison in the
amount of grading that was done originally and what it is now and
how this might differ from what is in the EIR. She said she does
feel uncomfortable with having received the CEQA findings as they
arrived at the meeting tonight. She did not think it is in the
best interests of the public in that they did not have an
adequate map they could review. She felt the EIR addressed many
things and felt she could go along with approving the EIR because
they have some specific alternatives to follow.

Chairman Mahern also felt they could get beyond the EIR tonight,
as it did address all the negative impacts that a 149 unit
project could have. In the light of that, it could certainly
address what a 115 unit project would have. She stated she could
support the EIR tonight.

Commissioner Hovingh agreed with those comments.

A motion was made by Commissioner Hovingh, seconded by
Commissioner Michelotti adopting a resolution certifying that the
Planning commission has read the EIR and finds it complete and
adequate for the project.

ROLL CALL VOTB

AYES:

Commissioners Hovingh, McGuirk, Michelotti, and
Chairman Mahern
Commissioner Wright
Commissioner Horan
None

NOES:
ABSENT:
ABSTAIN:

Resolution No. PC-91-15 was entered and adopted approving the EIR
for Case PUD-90-1S as motioned.

COMKBNTS ON WILLIAMSON ACT:

Mr. Swift pointed out that the staff report does address this
matter.

Commissioner Hovingh said that he could approve the cancellation
of the Williamson Act inasmuch as it has been canceled for the
Ventana Hills and Kottinger Ranch projects. He felt that nearby
residential units were not compatible with raising of sheep and
cattle. Therefore, he could support the cancellation of the Act.

Commissioner Michelotti agreed with those comments and added that
because of the Bondes the City was able to extend Bernal Avenue
to the Valley loop, thereby, easing the traffic situation through
town. Once the Bonde property was split by Bernal Avenue, it was
no longer feasible to farm or ranch to any great extent.
