<br />,~ <br /> <br />Commissioner Michelotti said she felt the EIR addressed the <br />traffic issues well enough and gave enough alternatives. <br />However, she said she would like to see a comparison in the <br />amount of grading that was done originally and what it is now and <br />how this might differ from what is in the EIR. She said she does <br />feel uncomfortable with having received the CEQA findings as they <br />arrived at the meeting tonight. She did not think it is in the <br />best interests of the public in that they did not have an <br />adequate map they could review. She felt the EIR addressed many <br />things and felt she could go along with approving the EIR because <br />they have some specific alternatives to follow. <br /> <br />Chairman Mahern also felt they could get beyond the EIR tonight, <br />as it did address all the negative impacts that a 149 unit <br />project could have. In the light of that, it could certainly <br />address what a 115 unit project would have. She stated she could <br />support the EIR tonight. <br /> <br />Commissioner Hovingh agreed with those comments. <br /> <br />A motion was made by Commissioner Hovingh, seconded by <br />Commissioner Michelotti adopting a resolution certifying that the <br />Planning commission has read the EIR and finds it complete and <br />adequate for the project. <br /> <br />ROLL CALL VOTB <br /> <br />AYES: <br /> <br />Commissioners Hovingh, McGuirk, Michelotti, and <br />Chairman Mahern <br />Commissioner Wright <br />Commissioner Horan <br />None <br /> <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Resolution No. PC-91-15 was entered and adopted approving the EIR <br />for Case PUD-90-1S as motioned. <br /> <br />COMKBNTS ON WILLIAMSON ACT: <br /> <br />Mr. Swift pointed out that the staff report does address this <br />matter. <br /> <br />Commissioner Hovingh said that he could approve the cancellation <br />of the Williamson Act inasmuch as it has been canceled for the <br />Ventana Hills and Kottinger Ranch projects. He felt that nearby <br />residential units were not compatible with raising of sheep and <br />cattle. Therefore, he could support the cancellation of the Act. <br /> <br />Commissioner Michelotti agreed with those comments and added that <br />because of the Bondes the City was able to extend Bernal Avenue <br />to the Valley loop, thereby, easing the traffic situation through <br />town. Once the Bonde property was split by Bernal Avenue, it was <br />no longer feasible to farm or ranch to any great extent.
