Mr. Pereira <br />further explained that a major collector point goes above ground. <br />Mr. Berlogar further clarified how surface water would be <br />drained. <br /> <br />commissioner McGuirk referred to the geological map on Section 8, <br />Page 33 identifying landslides, artificial fill, and landslide <br />debris. He said there appears to be much landslide debris on "F" <br />Street and asked how it got there, how it will be repaired, and <br />how will it be prevented. Mr. Berlogar indicated this was <br />created by downcutting of drainage swales and surface erosion, in <br />combination with weathering of surface materials. The landslide <br />action seems fairly old and they see no reactivation of this <br />situation. In general, to prevent such things, subdrainage is <br />installed and the resulting excavation replaced with fill <br />material. <br /> <br />Commissioner Hovingh referred to Condition 15a regarding the 7 am <br />work start and felt it was inconsistent with the EIR which states <br />8 am. He suggested changing 7 am to 8 am. Staff and applicant <br />explained that City ordinance does allow 7 am, with heavy <br />construction not to begin until 8 am. Mr. Pereira thought the <br />EIR was saying that earth moving equipment should not be used <br />until 8 am. <br /> <br />~ Commissioner Hovingh noted that should a tree be removed from the <br />proposed project for some reason that it should be replaced with <br />the same species; however, if a Eucalyptus is removed it should <br />be replaced with some other kind of tree. Mr. Pereira agreed <br />with this. <br /> <br />Commissioner Hovingh commented that he would not want building <br />permits to be issued until the school district says that space <br />will be available for those additional children that might move <br />to the proposed site. Mr. Pereira had no problem with that. <br /> <br />Commissioner Hovingh also wanted no issuance of building permits <br />until the drought situation is over. Mr. Pereira had no problem <br />with that. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />COMMENTS ON EIR: <br /> <br />commissioner Wright said he feels the second EIR does not address <br />the problems and concerns received tonight. He felt that people <br />raised some significant issues and concerns about traffic that <br />definitely need to be addressed.
