(6) Mr. Pereira said <br />the revised plan will affect only three Heritage oak trees, <br />possible four. (7) He did not think a suggestion to put a road <br />through to N. Sycamore would be feasible if protests are already <br />being made about excessive grading. (8) In response to a <br />concern expressed by Ms. Hollister about losing sunlight to her <br />home, Mr. Pereira said development would not affect that matter. <br />(9) He said construction traffic would probably be routed along <br />Bernal Avenue and Independence Drive. He indicated it would not <br />have to go through the residential areas. (10) They have plans <br />to increase screening of the property by planting more trees. <br /> <br />Mr. Pereira said the Bondes put the land under the Williamson Act <br />in 1974 in order to maintain the open agricultural area. <br />However, it is no longer feasible to try and operate a ranching <br />operation due to the nearby residential areas. He said the <br />Bondes have tried to run some cattle and calves on the property; <br />however, it appears to be unprofitable because of dogs killing <br />the calves, etc. At the present time the Bondes are limiting <br />their stock to a few horses. He said the Bondes will be <br />r- penalized 12.5% of the fair market value of the property when <br />they take it prematurely out of the Williamson Act. <br /> <br />Commissioner Michelotti asked Mr. Pereira to address open space <br />management. He replied this is one of the requirements of a PUD <br />that a developer has an Open Space Management Plan. He said he <br />has met with Park and Recreation staff on two alternatives and <br />has discussed this with the Planning staff. He indicated this is <br />something that the staff and applicant will write and present at <br />the tentative map stage. <br /> <br />Chairman Mahern discussed with Mr. Pereira the matter of the <br />extension of Mirador Drive to eliminate a possible emergency <br />route off of Abbie Court. Mr. Pereira indicated this was <br />discussed with the Fire Marshall and staff, but they indicate it <br />is not feasible. Mr. Swift said staff conditions do not <br />specifically address this matter, but find the idea is not <br />appropriate at this time. <br /> <br />"- <br /> <br />Lengthy discussion ensued between the Commission and Mr. Swift in <br />regard to traffic circulation on "G" Court and "F" Street. <br /> <br />Commissioner Michelotti asked Mr. Berlogar to discuss the <br />question of groundwater in Ventana Hills, and the comments of <br />drought years versus non-drought years.
