connie Smead, 1075 Hopkins Way, said her house looks directly
across to the Bonde property and she present1y has a beautifu1
view which she does not want to lose. She felt that should
development take place the traffic will come past Hopkins Way and
she was opposed to that.

Donald McKenzie, 790 E. Angela, recommended that the city buy the
Bonde property, make it into a park and then any development or
traffic matters wou1d not be a prob1em.

Juanna Shin, 1137 Hopkins Way, said she is especially concerned
about drainage prob1ems shou1d the Bonde property be developed.
She felt the EIR was incorrect in saying that drainage would not
be a problem. She was also concerned that should "F" Street and
"G" Court be put through that it would dump the traffic on
Hopkins Way; she was opposed to that. In addition, if the water
supply is already a problem, noting that Zone 7 is proposing a
50% cut in usage, that it is not wise to approve more
development.

~

Randy Cram, 677 Abbie Street, moved to that street in 1983 as he
wanted to see a little more open space. He pointed out that
when he built his house he had to a1ter the 1ocation because of
his neighbor's view easement. He felt this needed to be
considered with the Bonde property and the adjoining properties.
He felt there were many concerns in the EIR that have not been
addressed and in fact, he has not had enough time to review it
carefully.

Rich Collins, 1036 Bartlett Place, said he feels the reputations
of the City "leaders" are at stake and that the cancellation of
the Williamson Act is a "done" deal. He did not see how it could
be canceled, especially in the light of a11 the pub1ic testimony
to the contrary.

Mr. Pereira returned to the podium. He wished to state for the
record that he has never met any of the authors of the EIR prior
to WPM being selected by the City and, in fact, he nor anyone
from Shappell Industries has not met any of the authors. He
addressed some of the concerns expressed: (1) He felt that
traffic speed on Bernal Avenue might be slowed down because of
other mitigation measures involved with the project. (2) If
Mirador goes through, it is up to the City to install stop signs
or signalization. (3) In response to those who had not met with
Mr. Pereira, he said he contacted or tried to contact all those
names and addresses that were avai1ab1e. He said he would still
be very happy to meet with anyone. (4) In regard to trees, he
has already told staff that they will plant additional trees,
shou1d it be necessary.

-

Mr. Pereira submitted a map dated Nov. 18, 1987 to the Commission
and the Recording Secretary depicting the Bonde Ranch as a

MINUTES

PLANNING COIOIISSION

MARCH 13, 1991

Page 13
