He considered this butchery <br />and felt the EIR does not properly address the steep slopes. <br /> <br />He also urged the Commission to look at the slope analysis in the <br />EIR, Figure 1.8 on page 1.23. He felt the visual chart in the <br />EIR showed that the majority of the slope is greater than 20% and <br />unsuitable for building. He felt the developer wants to build <br />houses at the expense of the natural beauty of the land. He is <br />particularly concerned about the groundwater and that runoff from <br />the Bonde property will impact his property and others in Ventana <br />Hills. In addition, he is alarmed about traffic circulation and <br />felt that as the traffic study was done 14 months ago it was <br />inaccurate and needs to be done again. He felt that development <br />of this property would simply add to the numerous houses on the <br />market; he suggested that at the maturity of the Williamson Act <br />that the situation again be reviewed. <br /> <br />Kay Leedum, 673 Abbie street, said the EIR document is supposed <br />to be non-biased and was concerned as to where the authors' <br />opinions are coming from. She read from the EIR, and stated that <br />she felt this is really not going to be the spacious project the <br />EIR indicates. She reiterated that she felt the EIR is very <br />misleading. She referred to the staff report on page 9 in <br />reference to fill being placed on the area between Abbie street <br />and Bernal Avenue; that the fill should be lowered in order to <br />~ develop without blocking reasonably expected views along Abbie <br />street. She did not think this would happen if Mirador Drive <br />goes through or how a view easement would be provided. She was <br />also opposed to taking the property out of the Williamson Act, <br />and felt it would impact the surrounding properties. She said <br />the Williamson Act is not supposed to be canceled unless the <br />public thinks it necessary and from all appearances it is not <br />necessary. She felt there could be problems with drainage, <br />erosion, and landslides and this could all be detrimental to the <br />city. She felt the EIR also inaccurately depicts the damage to <br />vegetation and wildlife. She reiterated that she felt the EIR is <br />very misleading. <br /> <br />Sara Jane Hollister, 857 Abbie street, said she has lived on <br />Abbie Street for 13 years. She stated she knows the Bondes and <br />they have been good neighbors and hoped they could all continue <br />that relationship. She was not in favor of canceling the <br />Williamson Act and felt it was rushing the matter to attempt to <br />meet the April 1 General Plan deadline. She felt the public is <br />being rushed to review the EIR and give their comments. She is <br />concerned about traffic at the turnout on Abbie Street.
