Commissioner Hovingh questioned the advisability of issuing <br />more building permits while existing residents are being asked to <br />absorb the brunt of conserving water. He suggested it might be <br />feasible to curtail the issuance of building permits until it is <br />ascertained whether mandatory water rationing will take place in <br />Pleasanton. He felt the public might be getting a poor <br />perception of what the Planning commission process is all about <br />if they continue to approve the issuance of building permits. <br /> <br />The Commission agreed they would like to discuss the matter <br />further before taking any action as to curtailing the issuance of <br />permits. Mr. swift said it would be better if the first <br />discussion of the issue take place at the joint meeting planned <br />for March 11 between the Design Review, Planning Commission, and <br />city Council. That would give staff time to develop rules that <br />could potentially apply. <br /> <br />OLD BUSINESS - PUBLIC HEARINGS <br /> <br />PUD-90-19. Moller prooerties <br />Application for planned unit development approval to construct a <br />total of 99 residential dwellinq units on a 198 acre site located <br />qenerally to the west/northwest of the Poothill Road/Muirwood <br />Drive intersection. construction of the residential units would <br />he limited to approximately 34 acres of the site and would <br />consist of 62 townhomes, 23 sinqle-family production homes, and <br />14 sinqle-family custom homes. zoninq for the property is PUD <br />(Planned Unit Development) - Low/Rural Density Residential and A <br />(Aqricultural) Districts. <br /> <br />Mr. swift presented the staff report recommending approval of <br />PUD-90-l9 subject to the conditions of the staff report. He <br />went into great length, but wished for the public record to <br />reflect the following: <br /> <br />(1) Mitigation measures have been proposed by the applicant to <br />protect the habitat of the whipsnake and the tiger salamander; <br />the Fish and Game Department have agreed this would eliminate any <br />potential impact on the snake and salamander. <br /> <br />(2) There is only one small area where any trees will be removed <br />(about 10 Heritage trees for a total of about 30 trees). Those <br />trees are in the middle of where a street is proposed. The <br />conditions and mitigations include numerous other recommendations <br />to minimize the loss of those trees, such as a specific study of <br />the trees in relation to street alignment and possible <br />transplanting of trees to be removed, if possible.
