<br />~ <br /> <br />~ <br /> <br />(3) In regard to water related impacts, drainage plans with <br />accompanying storm drain systems are routine~y put off unti~ the <br />tentative map stage. Nothing on the site points to any potential <br />flooding. Mitigation measures have been taken to ensure that a <br />bridge will be built across an existing creek bottom to the <br />satisfaction of the Fish and Game Department. <br /> <br />(4) Ground water contamination has been investigated; this <br />project is not causing any ground water contamination. Some <br />minor residue of paint and diesel fuel has been identified by the <br />County and a reclamation plan has already been prepared. A <br />condition exists that says the developer will mitigate that <br />issue, whether or not the project receives approval. <br /> <br />(5) This project is not expected to cause any real impact on <br />traffic in the area. <br /> <br />(6) In regard to public services, the project is very small and <br />should have no significant impact. <br /> <br />(7) Any landslide impact has been identified in the preliminary <br />geologic report. The project has been carefully designed to <br />try and avoid having to do any repair of those impacts, primarily <br />in one case this would necessitate the removal of a number of <br />trees. <br /> <br />Mr. Swift said staff is of the op~n1on that a Negative <br />Declaration will suffice in this particular application because <br />of the indepth analyses of geological, traffic and other issues <br />that have done. In addition, full environmental reports were <br />completed on adjacent properties that have already been approved <br />for projects. <br /> <br />Mr. Swift stated that a revised set of conditions that simply <br />clarifies some of the language was passed out tonight. He said <br />staff feels that this particular project could serve as a model <br />for further development along Foothill Road. <br /> <br />Mr. Swift also called attention to a letter submitted by Nancy <br />Black, attorney, who represented Preserve Area Ridgelands <br />Committee. <br /> <br />commissioner Hovingh asked whether the revised Condition 52 <br />should say north or south Muirwood Drive. Mr. swift said it <br />should be north and this typo will be corrected. <br /> <br />commissioner McGuirk referred to Dr. Gordon Snow's letter from <br />the Department of Conservation in regard to various mitigations. <br />Mr. swift stated that the areas of Dr. Snow's concern had been <br />addressed and a letter sent to him. <br /> <br />MINUTES PLANNING OONNISSION FEBRUARY 27, 1991 Page 4 <br />
