Phase I1: Economic Development Plan This phase will focus on formulating a detailed Economic Development Plan including goals, strategies, and an Action Plan with detailed tasks and lead responsibilities, to be implemented over a five and ten-year time frame. We anticipate that Phase I will identify specific short-term projects or program initiatives that can be undertaken relatively rapidly, such as reuse strategies for some vacant parcels. In addition, there will be longer-term actions and strategies (e.g., direction to undertake ongoing business/university collaborations to conduct joint research) that will also be refined as part of the Action Plan. All actions will be communicated in text and matrix form, showing the steps recommended as a result of the process. Work from this Phase will also be usable to create an Economic and Fiscal Element to the General Plan. However, the actual Element formulation is beyond the scope of this proposal. Economic Development Elements generally contain goals and policies, but do not spell out specific strategies or actions, since the Elements are intended as general policy guides for decision-making and are subject to legal challenges if not fully implemented. Out goal will be to create the language of goals and policies in the Strategy document that can then be refined and used to create the Element of the General Plan. BAE will facilitate the Economic Vitality Committee over a two-month time frame, including three meetings and support tasks. The following process will be used: · Meeting 3: Develop Goals and Policies (based on draft language to be provided by BAE) · Meeting 4; Discuss potential short-term and longer-term Action Plan · Meeting 5: Review and comment on Draft Economic Development Plan and Action Plan BAE will provide meeting facilitation, all materials to be reviewed and discussed by the Committee, and supporting background research including examples of successful strategies and programs addressing needs similar to those targeted by the Committee. Task 8: EI~C Meeting # 3: Goals and Policies for Economic Development and Fiscal Vitality This task will involve preparing some draft language to assist the EVC with goal setting for economic development and fiscal vitality. BAE will facilitate this meeting, obtaining input from committee members to update the 2003 Committee Strategy and synch the results to a format compatible with the General Plan. Task 9: EVC Meeting #4: Economic Development Strategies We understand the dual purpose of the Strategic Plan, to set overall direction as support for the General Plan, as well as specific strategies and actions to be implemented outside of the General Plan. Thus, this task will focus on the specific strategies to achieve the goals and opportunities identified in the previous task related to economic development, business retention/attraction and key site redevelopment.
