Phase I1: Economic Development Plan <br /> <br />This phase will focus on formulating a detailed Economic Development Plan including goals, <br />strategies, and an Action Plan with detailed tasks and lead responsibilities, to be implemented <br />over a five and ten-year time frame. We anticipate that Phase I will identify specific short-term <br />projects or program initiatives that can be undertaken relatively rapidly, such as reuse strategies <br />for some vacant parcels. In addition, there will be longer-term actions and strategies (e.g., <br />direction to undertake ongoing business/university collaborations to conduct joint research) that <br />will also be refined as part of the Action Plan. All actions will be communicated in text and <br />matrix form, showing the steps recommended as a result of the process. <br /> <br />Work from this Phase will also be usable to create an Economic and Fiscal Element to the <br />General Plan. However, the actual Element formulation is beyond the scope of this proposal. <br />Economic Development Elements generally contain goals and policies, but do not spell out <br />specific strategies or actions, since the Elements are intended as general policy guides for <br />decision-making and are subject to legal challenges if not fully implemented. Out goal will be <br />to create the language of goals and policies in the Strategy document that can then be refined <br />and used to create the Element of the General Plan. <br /> <br />BAE will facilitate the Economic Vitality Committee over a two-month time frame, including <br />three meetings and support tasks. The following process will be used: <br /> <br /> · Meeting 3: Develop Goals and Policies (based on draft language to be provided by <br /> BAE) <br /> · Meeting 4; Discuss potential short-term and longer-term Action Plan <br /> · Meeting 5: Review and comment on Draft Economic Development Plan and Action <br /> Plan <br /> <br />BAE will provide meeting facilitation, all materials to be reviewed and discussed by the <br />Committee, and supporting background research including examples of successful strategies <br />and programs addressing needs similar to those targeted by the Committee. <br /> <br />Task 8: EI~C Meeting # 3: Goals and Policies for Economic Development and Fiscal Vitality <br />This task will involve preparing some draft language to assist the EVC with goal setting for <br />economic development and fiscal vitality. BAE will facilitate this meeting, obtaining input <br />from committee members to update the 2003 Committee Strategy and synch the results to a <br />format compatible with the General Plan. <br /> <br />Task 9: EVC Meeting #4: Economic Development Strategies <br />We understand the dual purpose of the Strategic Plan, to set overall direction as support for the <br />General Plan, as well as specific strategies and actions to be implemented outside of the General <br />Plan. Thus, this task will focus on the specific strategies to achieve the goals and opportunities <br />identified in the previous task related to economic development, business retention/attraction <br />and key site redevelopment.
