Economic Vitality Committee. BAE will also contact operators of the City's major commercial
projects, including Hacienda, to profile occupancy patterns; target markets served, and lease
rates. For budget purposes, we have assumed a total of 15 interviews (which may include
individual interviews with Economic Vitality Committee members). BAE will incorporate the
findings from this task in the Economic Trends Report described in Task 2.

Task 5: Business Retention & ~4ttraction Strategies Case Studies
Because of Pleasanton's enviable position in the regional market, Pleasanton has not needed to
focus on business retention and attraction. In order to bring these issues into the policy
discussion, BAE will research business retention and attraction strategies in comparable
communities. BAE will provide up to four case studies of business retention and attraction
strategies featuring a wide range of strategies for small and large businesses, commercial, R &
D, and office users. These case studies will be presented to the EVC to begin discussion of
retention/attraction options.

Task 6: Identify Key Underutilized Sites
To support the General Plan Update, BAE will utilize existing City data and other data sources
(e.g., tax assessor records available through FARES) to idemify key underutilized sites
throughout thc City. These sites will be preliminarily evaluated for potential market demand
and availability so that subsequent General Plan land use analysis can consider their potential
and impact on the City's infrastructure, traffic, and fiscal conditions. BAE will work with City
staff and other consultants to create a set of criteria that can be used to identify these sites, such
as Improvement-To-Land (I/L) ratios, current General Plan designation/zoning, and/or other
factors.

Task 7: EVC Meeting #2: Prepare and Present Economic Trends and Opportunities Report
BAE will prepare a Trends and Opportunities Report, with narrative, tables and graphs. The
Report will summarize the research, data, findings, and conclusions from the above tasks.

BAE will present the Economic Trends Report to the EVC via PowerPoint. The presentation
will summarize major findings and include key graphs and tables.
