per capita basis, and compare these patterns to similar cities in the Bay Area to identify <br /> Pleasanton's strengths and weaknesses. BAE will also profile retail market conditions, <br /> including rental and vacancy rates at Pleasanton's key retail nodes. Next, to identify new <br /> retail opportunities, BAE will complete a "supportable square feet" analysis. As part of <br /> this process, BAE will identify current leakage/injections of sales by store category, <br /> estimate potential additional sales capture, and convert capturable sales into supportable <br /> square feet. Our study will focus, in particular, on the potential for downtown retail <br /> versus community and regional-serving centers. <br /> <br /> · Non-Retail Sales and Use Tax Analysis. In the past, non-retail sales and use tax, <br /> including "b2b" sales, have represented a significant share of the City's General Fund. <br /> Based on data to be provided by the City, BAE will profile trends in the City's non-retail <br /> sales and use tax revenue and describe major non-retail sales tax generators (while <br /> maintaining confidentiality). <br /> <br /> · Fiscal and General Fund Trends. The analysis will profile City revenue sources <br /> including sales and use tax trends (as indicated in retail analysis above), adjusted for <br /> inflation, based on data to be provided by the City's data vendor to BAE. Property tax, <br /> transient occupancy taxes and other key public revenue sources will also be analyzed. <br /> The Trends report will describe the current composition of the General Fund, and profile <br /> recent changes to its revenues and expenses to explain fiscal conditions in Pleasanton. <br /> <br /> · Real Estate Market Trends and Development Opportunities. The analysis will <br /> provide an overview of retail and office lease rates, vacancy rates, absorption trends, <br /> commercial building permit trends. Identified real estate development opportunity sites <br /> from the General Plan will be reviewed for economic viability. <br /> <br /> · Population and Employment Forecasts. The analysis will incorporate ABAG's <br /> population and employment forecasts for Pleasanton and the Th-Valley region to provide <br /> context for regional growth for the horizon of the Economic Development Plan and <br /> General Plan <br /> <br />In the analyses above, as appropriate, BAE will also compare city data to broader areas or other <br />benchmarks such as statewide per-capita retail sales, and Tri-Valley jobs and sales rates, in <br />order to provide context to the analysis. <br /> <br />Task 4: Stakeholder Interviews <br />To augment our quantitative research, BAE will reach out to key stakeholders through a series <br />of interviews. The goal of this task will be to solicit concerns and ideas regarding strengths and <br />weaknesses, key issues, and opportunities and challenges to the local economic base. This task <br />will also examine potential public-private partnership opportunities for local economic <br />development. BAE will work with City staff and the Economic Vitality Committee to develop <br />a list of key informant interviews. The list will likely include community and business leaders, <br />educators, retailers, and business and property owners and may include members of the <br /> <br /> <br />
